Be it enacted by the Senate and/louse ofße pr:sentatiocs of the United Stales of Arteries in Coagress easembied, That every ship or vessel built within the 'United Slates, or that may be owned by a citizen or eilisene thereof, on or after the first day of Jou- teary, eighteen hundred and sixty fire. shall be measured and registered in the'. manner hereinafter provided; also every ship or vessel that le now owned by ta c,.. leen or citizens of the (Jetted States shall be measured and reeimered upon her ar rival after said day at a poet of entry in the United Stave and prior to her de picture therefrom, in the same manner es hereinafter deseribed: Provided, That anv chip or vessel built within' the United States after the paattage of this act may be measured and registered in the manner herein provided.
