Upon the receipts from customs and the iuternal revenue and from loans the Government must therefore rely for the means to carry on the war. The custnins receipts cannot be expected to be materially increased. The receipts from the Internal mantle were not so large, being only 5a7,000,000. They'vrill be increased three fold during the present year, but that will probably be the extent under the present law. This, it is stated will be readily taken, the interest, Lee per cent per annum, being payable in gold, and the principal being payable in not less than tea years nor more than forty years, et the t 'pleasure of the Government. This loan will give present relief to the Treasury, while it will not, lake a further fame of greenbacis, add to the volume of the cur rency. The principal ie also to be paid in gold. No patriot, unless he be a very poor man, will object to eusta'ning the Government with hie substance while thousands of brave fellows are periling their lives and spilling their blood in the same glorious cause.
