Credits, In the tato ordbr of Col. J. V. Sciiroun, Acting Assistant Provost Marshal Gen eral of PennsylsaaLs, and published in the Gazette of yesterday, it is a disputed point whether an enrolled man of one sub-district may be enlisted and credited to another, Lo cat., that other pays a local bounty, and his owe proper district does not. It is true that the first paragraph of that order declares, that "Dien enlisted upon local bounty will be cre dited to the rob-district from which each boun ty was paid;" but to interpret this is applying to enrolled men were to bring it into apparent conflict with Circular No. 37 of the Provost Marshal General of the United States, of July 3, 1863, as follows "All men who have been enrolled under the provisions of the ant of Congress, approv ed March 3, ISG3, known as the Enrollment Act, and wbo may voluntarily enlist in the terries of the United States, for three years or the war, will, in determining and assigning vents of troops to be drafted from the re spective States and districts, be credited only to the districts in which they have been en rolled under the act referred to. "In future, blank muster, in rolls, will con fain an additional column, to show where each man, whose name appears on the roll, was enrolled under the enrollment act." (The remainder of the order consist. of di rcotions to the mustering officers, which do not, affect the principle.] There two orders can only be reconciled by Interpreting that of Colonel Rumford as re ferring to wth-diotrics., and that of Col. Fry as relating only to district*, as, for example, the .22d and 23d. The question le an important ode, and ought to Le settled at once.
