In Lecture before the Riderteal Society
of the (Armen Reformed ; Church, sometime
since,it WAS stated thiti the history of the
Church eras divided into five periods. The
first periodextended frpm 1720 to 1747. This
Was a kind of colonial! period. Accessions
from the old world enigmented the number,

bens of She Reformed Church numbered

gration and material aid came freely from
the fatherland, and synods began to be (w

1776 to 1790 The fourth period extended
from the latter date until 1824. This was

give gate to English in the thinking and
preaching of the Church. The fifth period
allanded from 1824 to the present time—a
'period of fittitage. The denomination in the
United States now number twenty-five
Church Councils, one thousand one hun
dred and twenty-two churches, four hun
dred and twenty-one ministers, and one
hundred thousand six hundred and ninety
, one members.
—Among the bright lights of Episco
pal Methodismllmt has passed away to the
spirit land recently, was the scholarly Rev.
Dr. Dempster, President of the Biblical In
stitute at Evanston, near Chicago. His
death occurred the 28th of November He
was regarded as the father of theological
schools in the Methodist Church, having
founded the Biblical Institute at CoTaea
N. H., and afterwards that at Evanston.
At. the time of his sudden death, be was
preparing to make a trip to the Pacific
Coast with a view to establishing a Biblical
school there.
—The fruits of the first Jubilee mis
sionary meeting of the Wesleyan :Methodists,
held in England, amounted to £30,000, or
$150,000. Several meetings hell since at
the great centre. of British Methodism. as
at Liverpool, Manchester, and Birmingham.

mission schools contain 100,000 children at
an expense of.only £10,500.
—Dr. Begg of the Scotch Free Church
. announces he will move the Presbytery to
adopt means to put an end among the
dents to the reading of "paper" sermons.
—A correspondent of the N. W. Church
man (Episcopalian) writes from Nashville,
Tenn, that out of twenty-six families,
eighteen are vacant of both pastors and
services. And the balance, if they are In
the parishes of Nashville, aro truly “scat
terert."
—ln the y_ear 1861,11sirty-three Method
ist churches in Philadelphia contributed
missionary money to the amount of $lB,-
360.09. Two years afterward (March, 1863),
thirty-eight churches gave $20,498.57, an
increase of five churches and of $7,138.41
in missionary collectionav
—Considerable-agitation exists in Eng
land on the burial service of the .-Church. -

Organization of the NeW Councils—
Inauguration of the illayorEleet, etc.
At ten reeloe.k Friday morning, the members
sleet of the new City:Conncits assembled at
the Council Cltatubeis for She purpose of ef
fecting an organization,and inaugurating the
Mayor elect, Mon. James Lowry. Jr.
The Select Council was called to order by
the Clerk, E. B. Morrow, Es4.:when the cer
tificates of the members elect were opened and
approved.
The roll being called, all the members an
ewercd excepting Mr. D. Reed, as follows
Moran. Allen, Brown, Ilerdman, Miller,
McLaughlin, McMillan, McCarthy, Morrow,
McClintock, Phillips, Quinn, Thompson,
Rees, Reed, Wills, Young, and McAuley, Pres
dent.
James McAuley, Esq., was tmanimouely re
eleetal Presiaant, sad E. S. Morrow, Esq., as
Olerk.
Councils bet. duly organised, the first
business In order was the Appropriation or
dinance, Which was road three times and
passed. It will be found in full in oar ad
vertising columns.
The Common Council lens called to order by
the Clerk, Mr. H. McMaster, when the certifi
cates of the late election were opened and
the returns approved.
The roll was then called, when all the mem
bers answered to their names, excepting
Messrs. Holmes and Robman, Rl follows :
Meesrs.Ardray, Armstrong. Barkley, Beek,
Colville, Coffin, Davie, Dean, Dickinson, Fry
er, Hays, Hare, Jeremy, Jones, Leonard,
Mackey, Montgomery, M'Candless,
land, M Vowels, M'fieosen, O'Hara, O'llalo
ran, O'Neill, Patterson, Steel, Shively, While.
The next business in order was the election
of President.
Mr. Mackey nominated Thoe. Steel, EN
Mr. McGowan nominated Dr. A. G. Mc
Candless.

Mr. Steel then took the Chair, and after
being sworn in by Mr. McGowan, admirrister
ed the oath of office to the members, after
which be returned his thanks in a neat smooch.
The election of Clerk being declared next
in order, Mr. Hugh McMaster and Mr. It. D.
Ring were nominated. The rote stood:

The oath of <Zoo was duly administered to
the Clerk.
Cal. Pratt was unanimously elected Mes
senger, and returned his thanks in a charac
teristic speech, remarking that he had been
longer in office than Talley rand. Fie has now,
in his own expressive language, "reached the
sixteenth year of his municipal age."
The Appropriation ordinance, for 1854, as
passed by Select, was then taken up and con
curred iu.
The Select and Common Gonne then mot
in Joint Session to receive the returns of the
election for Mayor, Controller and Treasurer.
The returns were opened and footed up by

were declared duly elected for the respective
offices of Mayor, Controller an Treasures.
On moticn, Messrs. McGowan, McCandless
and Hare of C. C., and Merino. McClintock and
Miller of S. C., wore appointed a committee
to trait atom the Mayor elect, and tmoduct
him to the chamber.
The Committee to wait upon the Mayor soon
appeared, in company with hie boner, the
Mayor elect, who, after receiving the congrat
ulations of the Presidents sof Councils, re
ceived the oath of office from Mr. McAuley.
Ho then addressed the Councils as follows

please, in the midst of which Mr. Lowry re
tired from the stand.
After adopting the rules of the preceding
body, and selecting seats, Councils adjourned
,„to meet on Tuesday evening nest, in joint
rtision, to elect oily officers.
/ Local Bounties. Credits,
In the tato ordbr of Col. J. V. Sciiroun,
Acting Assistant Provost Marshal Gen
eral of PennsylsaaLs, and published in the
Gazette of yesterday, it is a disputed point
whether an enrolled man of one sub-district
may be enlisted and credited to another, Lo
cat., that other pays a local bounty, and his
owe proper district does not. It is true that
the first paragraph of that order declares, that
"Dien enlisted upon local bounty will be cre
dited to the rob-district from which each boun
ty was paid;" but to interpret this is applying
to enrolled men were to bring it into apparent
conflict with Circular No. 37 of the Provost
Marshal General of the United States, of
July 3, 1863, as follows
"All men who have been enrolled under
the provisions of the ant of Congress, approv
ed March 3, ISG3, known as the Enrollment
Act, and wbo may voluntarily enlist in the
terries of the United States, for three years or
the war, will, in determining and assigning
vents of troops to be drafted from the re
spective States and districts, be credited only
to the districts in which they have been en
rolled under the act referred to.
"In future, blank muster, in rolls, will con
fain an additional column, to show where
each man, whose name appears on the roll,
was enrolled under the enrollment act."
(The remainder of the order consist. of di
rcotions to the mustering officers, which do
not, affect the principle.]
There two orders can only be reconciled by
Interpreting that of Colonel Rumford as re
ferring to wth-diotrics., and that of Col. Fry as
relating only to district*, as, for example, the
.22d and 23d. The question le an important
ode, and ought to Le settled at once. The
Difposea interpret/ it es allowing of the enlist
ment of enrolled men in sub-districts, in
which no local bounty is paid,hy sub-districts
that do pay, nod we are rather inclined to
take the came view. still we would advice
all parties interested to wait until the matter
is authoritatively settled, Congress will ex
tend the period of bounties some weeks longer.
