Only two new taxes have been levied dur- the years of the Earle ad- and during that time nuisance taxes, such bullding and loan shares, have been repealed. A two cent tax on cigareties was placed, and cigarettes are selling for less in Pennsylvania today than they were when this tax was enacted. At the time this tax was enacted cig- areties were selling for seventeen cents and today they sell almost universally for fifteen cents. It is, of course, absurd under these cir- cumstances to say that such a tax was confiscatory, The other new tax that was lev- ied during this administration was the tax on theatre admissions.
