The following are the main heads of the Land bill as it has finally passed both Houses of Parliament : First Teuant may sell his tenancy for the best price he can get. Conditions : 1. Sale te one person only. 2. Netice te land lord. 3. Landlord may purchase en rc rc eeivbiL' notice. 4. Tenant must state con sideration. 5. Court may declare sale void. C. Landlord may object te pur chaser. 7. Court may recompense land lord for debt out of the purchase money. 8. Where improvements made by landlord, purchase money apportioned by court. 9, Landlord may give notice that he has claims en the estate. 10. Where purchase money paid into court, court must determine all applications. 11. Tenant who has sold his tenancy shall net be entitled te cempensa tien for disturbance erira prevcnieui.- i. Tenant, if holding subject te Ulster ten ant right system, may soil iu pursuauce of that custom or in pursuauce of this sec tion, but net both. Second. When a person receives a ten ancy as a bequest he must be accepted by the laudlerd as though he were a pur- Third. When landlord demands iucrcase of rent, then, 1. Tenancy shall be deemed, if tenant accepts, a tenancy subject te statutory conditions for fifteen years. 2. If tenant does net accept, tenancy shall be sold and tenant shall receive amount by which court decides the selling el teuaney te have been depreciated below amount which would have been selling value if rent were fair rent. U. If tenant does net ac cept he is entitled te compensation for disturbance. 4. Tenant, in place of accept ing or declining such increase, may apply te court te have the rent fixed. 5. When landlord caunet agree with tenant en the subject he may also have access te the court. The last clause was an amendment of the Lords. Mr. Gladstone's assent te it provoked the hostility of the Irish party. Fourth. Tenant shall net be compelled te pay increase of rent unless he violates what are iu this act referred te as statu tory conditions, namely:. 1. Punctual payment of rent. 2. Ne waste. 3. Ne subdivision or subletting. 4. Ne act whereby tenancy becomes vested in as signee in bankruptcy. 5. Net refusing landlord right of entry for purpose of min ing, cutting, hunting or fishing. G. Net opening a house for the sale of iutoxicat iutexicat ina liquors. Fifth aud Sixth. Itcnealiug portion of the land bill aud tenant (Ireland) i ct of 1870. Seventh. 1. Court may determine fair rent. 2. ltent thus fixed, called judicial rent, payable first rent day after decision. 3. When rent thus fixed, tenancy te be held under statutory conditions for fifteen years. 4. Court may disallow application under this section when Improvements have been made aud maintained by landlord. 5. When application is made landlord and tenant may agree te fix a specified value for tenaucy. Tiicn if teuant wants te soil landlord has right of purchase at that value. C. Statutory terms net renewed till prccediug statutory term has expired. 7. Ne application for fidicial rent may be niade till the last twolve months of the current statutory term. 8. Ne rent pay able iu resiMJct of improvements made by tenant. 9. Court may take action when it considers the conduct of laudleid or of tenant te be unreasonable. Twelfth. 1. Time of sale limited toeuo mouth after receipt of notice te quit. 2. Court may enlarge lime. e. Court may suspend proceedings taken against tenant, unless for breach of statutory conditions. 1. If notice of quit is served for breach of statutory condition tenant may apply te court, and if court thinks adequate satis faction is made by payment of damages te landlord it may se order. Eighteenth. Tenancy deemed te have determined when landlord has resumed possession by purchase, or default, or ojHiratien of law. Nineteenth. Existing leases te con tiuue as though this act had net passed Provided that at their expiration they be bo be ceme subject te its provis;eus; and if, since the act of 1S70, the court considers the acceptance of any lease te have been unreasonable it may annul it. Twenty-third, l". Estates may be pur chased by the Laud Commission te resell te "a competent number of tenants." 2. Sale by commission te tenant may be iu consideration of a line and of a fee farm rent. 3. Land commission may ad vance te tenant sum net exceeding 73 per ccut. of the price. 4. Commission may indemnify, aud such indemnity will be a charge en the Consolidated Fund. Te this must be added the Lords' amendment, accepted by Mr. Gladstone, that any ap plicant te the commission who may con sider himself aggrieved may appeal te the court of appeals in Ireland, with the lim itatien that the leave or tlie court must be asked. Ecclesiastical Taxation. New erk Times. Time was, says the Rev. Edward Ev erett Hale iu the North American Reciete for September, iu 2ew England, aud still is in certain parts of it, when the pastor of the " First Church " was net merely tlie minister or servant of a single congrega tion but of the whole town. Meeting houses were built from the town's own treasury, and the house was large enough ler every mau aim woman wue ucsircu te enter it. But there has crown up within a generation, particularly in the larger towns, a habit of building what are practically private chapels al most as much se, we suppese he would say, as many of the pagan temples were in Greece and Reme where a well to-de and well-educated parish engages a brilliant aud pious minister te serve it : aud al though men de net say in words, nor think systematically, that these chapels arc their own "private religious club houses," and the miuistcrs their "consecrated stewards of the clubs"' yet their practice, says Mr. Hale, amounts te this. Such private charities he would tax, just as he would tax a private library or a private school. Ministers may de work outside such churches, and maj declare that the churches arc Christ's churches, frce as air te all comers, but they are net thus free. They were built at the cost of certain persons who own them, whose property they are, and whose right te cuter them is above the right of these whom they' invite. Mr. Hale believes there is no reason why churches which actually de public duty in reclaiming drunkards, re forming criminals, and preventing pauper ism, and which are, therefore, public in. stitutiens, should net be respected as such; nor does he 6ce why churches which fail e f this, and which virtually exist as private clubs, should net be taxed. He would tax all churches iu form, and then credit these which de work outside their own families with the work thus done, showing the officers of assessment every year a pre cise account of the money they had spent i u public charities.
