Until very re cently I considered that tho people of tho county, knowing tho motlvo of tho owner ot that sheet, the continuous attacks were undeserving of any notico from me. Wm. Krlckbaum was n candldato for tho posi tion of Commissioners' Clerk when tho pres- ont board wont Into ofilcc, nnd upon his falluro to get It, after offering directly nnd Indirectly valuable conlldcratlo.' for the votes of two of tho Commissioners, ho opens up the columns of his vllo slice, for the abuse ot tho Commissioners nnd mysolf, without any regard to truth, decency, or his own qucstlonable.and In many respects, disgraceful management, while acting ns Commissioners' clctk. Whether tho Com missioners acted wisely In selecting mo ns their clerk, Is not for me to say. But I am perfectly satisfied to let the peoplo judge whether 1 am found at my post of duty, whether they receive courteous treatment at my hands when they havo business to transact at the Commissioners' office und whether compensation received by ino for services performed Is exorbitant. The tax lien law, llio late law with refcrenco to tho dally reports made by the Prothonotary and 11c- cordcr, and many other smaller details, have added to the work of tho Commis sioners' clerk so that 1 now do at least one third more work than did Mr. Krlckbaum when ho was clerk. Notwltlistnndlng this fact, 10,1878, tho lust year Mr. Krlckbaum was lu olllcc as clerk, the statement shows ho received 800 salary and wns allowed 3.75 for hired help, making n total of $878.75. Last year I received $900 to pay my salary and nil my hired assistance, just 21.25 more than Krlckbaum received when the work ot the olllcu was at least 80 per cent, less than It is now. Yit I am to bo upbraided week after week tor not fur. nlshlng to the people, through the columns of the press, the names of persons who were paid to assist me. I can give the names of parties pnld to assist me, if ne cessary, hut the Commissioners made the contract with me, and I was personally re sponsible for the hired assistance. They, n their discretion, decided that It wus bet ter to know definitely what the work In this ofllce would cost, and hence held me responsible for the performance of all work for 900. This seems to be the matter upon which the ex-boss loves to dwell. The taxpayers know very well that nil his uneasiness about this matter amounts, to nothing. All his other attacks, being of n personal and selfish nature, arc not wortli noticing. In September, 1877, Krlck baum, while being paid by the County as Commissioners' clerk, spent several days in Philadelphia acting us Deputy Sheriff. In 1878, while electioneering for Prothono tary, both beforo and after his nomination, how often did the taxpayers find him at his post of duty ? I venture the assertion, that ho was not there half the time. Yet did he not take his full 800 salary, nnd pny 78.70 for hired help in addition to his salary? And did he not take 25.00 for clerking for the County Auditors In Jan uary, 1879, while acting as Prothonotary ? In short, this Ex-Deputy Treasurer, Ex. Commissioners' Clerk, Ex-Deputy Sheriff, Ex-Prothonotary, at present a School Di rector, would bo third termer as Prothono tary, and would be Deputy Hcvenuo Col lector, Ac, after tailing to secure the office I now hold by allurements, by threats, by promises, by olfcring things in his gift and not within his power to give, has been be seeching some of tho patronage of the Commissioners' ofllce. Failing to get' that be has unbridled his vile tongue, and opened his newspaper to a "swell head" of Catawlssa and others to abuse tho Commis sioners and myself. I have stood It all in si lence, believing that the people would look upon this abuse as coming from a dlsnp. pointed political sore head, who fatted at the county tit for nineteen years, and I only write this article to let the people know that under the present management our county affairs are being looked after with moro care and less expense comparu. tlvely than when every officer in tho coun ty, with the honorable exception of Presi dent Judge, was under the management of the tyranlcal boss, now proprietor of the Sentinel. Tho reasons filed were all to tho effect that tho court erred In Its rulings during tho trial, except one, which stated that now cvldcnco had fchcen discovered. This nllegcd that it witness had been found who kept n, record of nil snow storms, and who would testify that on tho thy of the lire snow censed to full nt about half past six o'clock. This witness dives about 8 miles above Benton, nnd his testimony was not con sldcrcd sufficient ground for n new trial, tho judge In his opinion saying, that It might easily havo happened that tho snow ceased there before It did In Benton. Tho rule Is not that n new trial will bo grunted on after discovered evidence that might possibly have caused a different verdict, but It must bo evidence whose legltmato effect wouldibl to require a different ver dict Decision was reserved until 3 o'clock In tho nftcrnoon, when Wnltman nnd Jenkins were brought Into court, and on the ring, lng of the bell tho court room wni filled with spectators to hear the sentences. I wus not able to pro cure witnesses, because 1 was confined, and I was permitted to talk with my friend' only through the bins of tho jail, nnd by letter. I could hayo shown a very good reason why I went up to tho Benton bridge, but the question was not asked me. I urn the victim of circumstances, and I bow submissively to the will of the law. I have nothing more to way." The court then said, "It Is never a pljusant duty for us to pass sentence upon any one, nnd If what you say Is true, you are very unfortunate. The sentence of court Is that vou. The prisoner took his scat and great drops of perspiration rolled from his face. Jenkins wus then called np. He Is a hard looking customer, and has the coun tenancc and eye of nn outcait who would not hesitate to commit the highest crime known to the lnw. During his Imprison ment he has been most vicious, his conduct in somo respects being unfit for publication. One day after nn exhibition of his depraved character Sheriff Smith took him from his cell to escort him to tho dark cell prepared for unruly prisoners, and as they got out in tho corridor Jenkins struck at tho sheriff, but tho blow was warded oft and fell lightly on his head, whereupon the sheriff proceeded for a few minutes to exercise nls "blacksmith" muscle on the tramp until he called for mercy. Last week Wednesday irons wore prepared for him, with tho intention to chain to a ring in the floor, If he persisted in his victousuess, but they were not used. When called up for sentence Jenkins swaggered up to the pedestal beforo the bench In an insolent way, nnd several times ho laughed In the faco of the judge whllo passing sentence. The court said. "You have been convicted of being a tramp, and as one of that tribe of carrying concealed weapons upon your person. Even before tho justice you had a butcher knife concealed In your coat sleeve. Your vile conduct while in jail is known to us, nnd we do not proposo to wnste nny time in giving you good advice. It would be utterly useless." A sentence of two and a half years In the penltentary was then pro nounccd upon him on tills indltcmcnt, nnd on the Indictment charging him with murderous assault on Connor, n fellow, nrlsoncr, by cutting his head open with an Iron hook maliciously hurled, he was given two yenrs and a half more, to commence Immediately upon tho expiration of the first sentence, thus giving him Ave yenrs In all. IIo Is n hardened criminal of the worst typo nnd society will bo well rid of Mm. No ono knows where he came from but it is probable that this is not tho first time he has worked for the state. As the second sentence was pronounced, his man- ncr suddenly changed, and his long sen tence was evidently unexpected.
