Every institu tion in tho Stato that comes under the provision of this law is to bc visited onco a month by a county visitor or committeo member; once in six months by a committee of three, ono of whom must bo of tho Lunacy Committee, and onco a year by n majority of the com mittee. Any such institution that does not tako out a license or fails to com ply with its provisions, is liable to tho chargo of misdemeanor.
