John Keynolds, aged twenty-eight years, a sailor on board the steamnbip Veneta, had Lis thigh broken yesterday afternoon by a pitce of railing striking him. He was re moved to the FennRylvania Hospital. James Keenan was injured abont the head by falling through a hatchway at the new gas fixture manufactory of Mr. 0. 1?aker, being constructed at Twelfth and Brown streets. He was removed to his home, in Gilbert street. Yesterday afternoon, while Mr. and Mrs. Bodine were driving through Fairmount Fark, the hornes ran away, and the carriage b iog upset, Mr. Bodine received severe inju ries by falling to the ground. Mrs. Bodine escaped uninjured. A large meeting of colored citizens of the Fourth ward was held last evening at the Phi ladelphia Institute, Lombard street, above Seventh, Professor Catto, chairman. Reports were received from the Committee on Deco rations, Devices, and Drews for the Parade, requiring all who appear in the line to wear black suits with white sashes. Coroner Taylor attended to the following cases yesterday: James Lawson, colored, aged fifty-seven years, residing in the rear of 3STo. 41!) German street, who died suddenly on Wednesday night, from heart disease. Joseph Auchinleck, an infant three months old, who died suddenly yesterday from con vulsions, in the rear of No. 427 Christian street. Mrs. Margaret Connell, aged sixty-two years, residing on Washington street, above Hippie, who died suddenly on Wednesday evening lsst ot apoplexy. The Grand Lodge of Good Fellows met at Good Fellows' Hall, Sixth and Walnut streets, yesterday afternoon. Grand Master Thilip Knorr presided. The report of the Grand Master and his deputies was read, showing a large increase of lodges through out, the State. A revenue reform movement has been initiated in Washington. General Adam Badean has been nomi nated as Consul to London. General Farnswortn is engaged on a bill amending tne postal laws. General Butler was unable, yesterday, to arrange a pair-off on the Tariff bill. The court-martial in the case of Commo dore Upshur met yesterday, but only to ad journ. A rumor was current in Washington yes terday indicating trouble with Spain. It had no foundation. In consequence of the indisposition of General Schenck, the Tariff bill was not pro ceeded with yesterday. The Oneida survivors are expected in Washington on Monday, when steps will be at once taken for a further official investiga tion. Tobacco and cigar manufacturers ar not required to renew their bonds on each first of May, when the amount of the old bonds is deemed ample. In Baltimore yesterday a woman named Catharine Marsh murdered her four children and her mother by cutting their throats. She is said to be insane. In accordance with the request of General Butler, who is to leave Washington on a visit to Massachusetts, no action will be taken on the Georgia bill by the Reconstruction Com mittee until May 5. In the United States Senate yesterday, the bill authorizing the Northern Pacific Railroad Company to issue bonds for con struction of its road, and secure them by mortgage, was considered and passed yeas 40, nays 11 and goes to the House. After an executive session, the Senate adjourned. In the House the bill revising the Patent and Copyright laws was passed, with several amendments, reducing salaries in the Patent Office. The Naval Appropriation bill was considered in Committee of the Whole, and Mr. Washburn, of Wisconsin, and Mr. Hale spoke on the very inefficient and discredit able condition of our navy at present, as serting its inferiority to the naval forces of other nations. Pending consideration of the bill the House adjourned. Foreign A nnlrs. Further agrarian outrages are reported in Ireland. The steamship City of Brussels has ar rived at Liverpool. The new Austrian Ministry only hold office temporarily. Publication of Napoleon's plebiscitum proclamation will be commenced to-day. The Senatus Consultum, voted by the Senate, was presented to Napoleon yesterday, An American ship, name unknown, was burned at sea on December 28. Not one of her crew was saved. There was a labor demonstration at Cadiz on Wednesday, but the military soon sup pressed it, killing one man and wounding Keveral others in the process. During thick and foggy weather, and snowstorms, the whistle will be sounded In each minute as fol lows: A blast cf live seconds' duration, an Interval of live seconds, then a second blast of the same dura tion, and thou an interval of forty-live seconds. The distance atwhlch the whistle may be expected to be heard Is in calm or moderate weather 15 miles; in stormy weather, 6 to 8 miles; agaiust the wind. 8 to e mlies; with the wind, 20 miles. AN O R D I N ANC E To Authorise a Loan for the Erection of a Bridge across the River Schuylkill at Fair mount. Section 1. The Select and Common Councils of the city of Philadelphia do ordain, That the Mayor of 1'hllndclphla be and he is hereby au thorized to borrow, at not lens than par, on the credit of the city corporation, from time to time, such sums of money as may be necessary to pay for the construction and erection of a bridge over the river Schuylkill at Fairmount, not exceeding in the whole the sum of seven hundred thousand dollars, for which interest not to exceed tho rate of six per cent. er an num shall be paid, balf-ycarlv, on the first davs of January and July, at the oflice of the City Treasurer. Whenever any loan shall be made by virtue thereof, there shall be, by force of this oidinance, annually appropriated, out of the income of the corporate estates and from the sum raised by taxation, a sum sufficient to pay the Interest en said certificates; and the far ther sum of three-tenths of one per centum on the par value of such certificates so issued, shall be appropriated quarterly out of said in come and taxes to a sinkiug fund, which fund and its accumulations are hereby especially pledged for the redemption and payment of said certificates.
