Population C'il I'ubllc Improve menta Koelnl nul Itclltrioua ti torn, I".le. , A special correspondent of the London Times writes a very interesting letter from Calcutta in regard to the peculiar institutions, custom, creed?, and general condition of British India, lie says: "The progress of 6tati8tical inquiry, which is identified with that of good government, promises to be very satisfactory in India. We shall have a census of the whole of our eastern empire, except the feuditory State, which cover one-fourth of it, in 1871. Bat mean while we have very reliable returns of the population of the northwestern aul central provinces. A census of Punjaub wa3 taken at the beginning of the year, and we now know reugbly that the population there has increased from 15,000,000 to 17,000,000. The detailed ret-alts are now being compiled and generalized. ADMINISTRATIVE STATISTICS. "In 1803 an Anglo-Indian journalist induoed Mr. Laiug to obtain Lord Elgin's sanction to the establishment of a statistical committee, to compile uniform tables of trade, Unanee, justice, and general administration, for all the ten provinces which publish annual adminis trative reports. The trade statistics, on the Erglish system, are now regularly published every month, though the migration of the government to Simla somewhat delays their ppeartnee. The finanolal statistics will ap- Jiear at the end of the year, extending over a ong series of years. The judicial and admin istrative tables form the basis of the annual reports for the year 1867-08, for the first time. "The five great divisions are Statistics of Physical, Political, and Fiscal Geography, of Protection, of Production and Distribution, of Instruction, and of Life. The first includes ( physical geography, or the area character of the surface and climate, political relation with native states, civil divisions, and ma chinery of British territory, population, classi fied as far as possible, and lucal statistics, in cluding purvey, settlements, land tenures, and laud revenue. The second division em braces legislation, the courts, civil and crimi nal, prisons, police, the army and the marine. Under the third division we have finance, publio works, railways, agriculture, prices of produce and labor, mines, manufactures, trade, coinage and currency, and charitable institutions. In the fourth division we find an ecclesiastical head, including places of wor ship and ministers of all creeds, education, and literary and scienjifio societies and publica tions. The division of vital statistics has three heads births, deaths, and marriages, hospital returns, and vaccination returns. CONDITION OK THE SOIL. "Ilalf of the cultivable area of the central provinces would seem to be still covered witb. jungle; there are 31,15(1 such square miles against 32,78b" under the plough, and 47,299 incapable ot cultivation, Hut under the vigor ous rule introduced seven years ago by Sir R Temple, cultivation is spreading: fast. The table contains a record of every tenure, the number by whom it is held, and gives the unit of loans during tne year, as years pass on, ail tne old infor mation will be made both more extensive and more accurate. Except in Bengal proper mere is no reason wny tne great state land lord should not obtain and publish more per feet agricultural and social at at its tics than it is possible to obtain. EDUCATION. "The neighboring people of Sumbulpore, living in their old seats, and long under Brah xninical domination, have become almost fanatical for schools. Mr. Browning, the Inspector-General, reports: 'Schools inorease so rapidly that schoolmasters cannot be found for them;' 'an examination is like some vil lage fair.' Girls sit side by side with boys till there is no room left. In Biz years the number of schools and scholars among the rude and priest-ridden agriculturists of this most backward portion of India, which so troubled us during the mutiny, has increased from 4 and 1)5 to 249 and 13,27(1 respectively. Besides two per cent, on the land tax, the people have contributed 2,092 for schools. THE FAMINE. "The more populous parts, of Hindostan proper have been relieved from the immediate fear of famine, though not of scarcity. Not so Bengal, parts of Central India, and Kaj poo tan a. Silently, so as not to give the graia dealers an excuse for suddenly raising their prioes, Sir W. Muir's government have or dered relief works to be undertaken in the' district of Sullutpore, in the former.
