Mr. King oflared a resolution requesting the Le glalatnre to Ignore a bill before them providing for the paring of College avenue, and also protesting against the enacting of any laws by the Legisla ture providing for the paving and curbing of streets In any part of the cliy save where the city authorities require them, or request their construo tiou. This wits passed. A resolution was ottered by Mr. Shermer re sclndmg so much of a resolution as requests the Governor to withhold bis signature from the bill authorizing the erection of a bridge at South street, on the Schuylkill, providing the bill be so amended as to include the Mayor and Presidents of Councils as commissioners to superintend the construction of the bridge. The passage of this resolution was contested by Mr. Hopkins. The Governor was pledged not to approve any bill prejudicial to the Interests of the city of Philadelphia, upon the proper representa tions being made to him. The speaker trusted that, In the way of such an understanding, no embarrassment would be placed by the presage of such a resolution as this. Mr. King opposed the resolution, and claimed tbat Philadelphia needs no legislation from liar rishurg, now or ever. The resolution was postponed. A remonstrance, numerously signed, was pre sented against the building of a culveit or aque duct over Cobocksink creek. This was referred. A resolution was reported from the Committee on Water authorizing the laying of water pipe in School street, Twenty. llrst ward, Church and Sellers street, Twenty-third ward, and Montrose street, Twenty-sixth ward. Adopted. Also, a resolution authorizing contraots for sup plying the Water Department with Iron and brass castings, and with pig lead. This was adopted. Mr. Hodgdon offered a resolution in reference to that portion of Mayor McMichael's, message rela tive to the supply of water, referring It the Com mittee on Water, with instructions to report an ordinance providing tor the appointment of com misstoners of conceded and tested ability and ac quirements to do duty as civil engineers, and, in conjunction with the Chief Engineer of the de partment, to make examination and survey for the best means by which a plenteous supply ot good and undetiled water can be supplied to the city. This was adopted. A resolution was reported by the Committee on Railroads, authorizing the Mayor and the direc tors of the Pennsylvania Railroad representing the stock held by the city to be present at the ad journed meeting of the stockholders, on the last Tuesday in April, to vote upon till questions which may come before the meeting. A resolution was offered from the Committee on Health pronouncing the present dead-house a nuisance, and urging the erection of a "morgue," upon the plan ot those already existing in Paris and in New York. An ordinance accompanied the resolution ap propriating tor the purpose. It was referred to the Committees on Uealth and City Property. An ordinance changing the name of Lead bury avenue to Park avenue was passed. Mr. Smith offered a resolution requesting the Governor of the State not to sign a certain bill. If passed by the Legislature, providing lor the In spection of cattle. The resolution was passed. - A bill from Common Council, authorizing the payment of the reward of 5Wi for the arrest and conviction of the murderer of Eliza M. Miller, was also passed. Also, the bill altering the location of certain gas lamps. The ordinance to make an appropriation for the erection of a police staiion-houe in the Eleventh ward was passed Mr. Bumm ottered a further supplement to an ordinance relating to nuisance, approved Septem ber 43, 1864, as follows: Section 1. The Select and Common Council of the city of Philadelphia do ordain, That it shall not be lawful to erect any frame shed or sheds on any wharf or wharves or publio landing or land ings between Almond street and Collowhlll street, on the river Delaware. Mr. Bumm demonstrated that the erection of wooden sheds upon the wharves of the city was becoming a serious evil. Such flimsy structures are put up upon our wharves, und the consequence is that large ships coming to the port to discharge or to receive cargo find tde piers obstructed in a very annoying manner. Mr. Buram argued that while such sheds may be in many cases necessary, they should be placed upon the wharves either above or below the centre of the city front, where the big ships come in with tbelr cargoes. Sheds at the termination of slips taking tire are exceedingly perilous to shipping in close propinquity. The Epeaker urged that in this respect legislation uhnniri ha noHttive and inevadable. After some debate the bill was passed, and the Chamber adjourned. Common Branch. Common Council came to order at the usual hour, Mr. ttiarcer, President, In the Mr' Shoemaker presented from Charles Car penter, the Messenger of the Chamber, his resig nation, which was accepted. Mr. Shoemaker nominated James Zimmerman for the vacancy, whioh was made unanimous, and Mr. Zimmerman was installed. Mr Little reported a resolution instructing the Highway Department to make weekly payments to the laborer under Its charge. Agreed to. Mr. lletzell ottered a resolution Instructing the contractors for paving Dock street to have the street repaired. Mr. Hetzell suld that the portion of the street recently paved was in bad condition. The resolution was referred to the Committee on Highways. Mr. Potter, from the Committee on Finance, re ported an ordinance to appropriate S500 to the per sons who arrested the murderer of Mrs. Eliza Miller. This association held its nineteenth anniversary last evening, in the hall on Race street, below Eighth street. The hull was crowded, all pre sent being ladies.
