There is no more evident proof of the inte rests ol l'ersia being utterly neglected, than the luck ol all kinds of communication. In lew countries does nature oppose so few difli cultics to the construction of roads as in l'eisia. The extensive table lands, the hard soil, the small amount of rain, the absence ot any large rivers, the rich mines of coal and minerals, the excellence ol the horses aud mules everything there is favorable to this purpose. Aud, nevertheless, in Persia there are nowhere any regular roads or h'ghways. People still travel on the same caravan routes which were used thousands of years ago over hills and mountains, along; the torrents, across abysses and gulfs, always in the straigbtcst possible direction. The only facili ties iurnished by human skill are bridges at the most dangerous points; they are con structed trorn the products of legacies, but never repaired, iience the proverb: ".Bridges are signals ot caution not to pass over them." Naturally the want of means of communi cation, without considering the diillculty of travelling, has very pernicious consequences. Although in so extenuive and fertile a country as 1'ersia the crops never everywhere entirely fail, it lrcquontly happens that it one pro vince a lamino rages, while in others com is almost worthless. On the other side, it is very much to be regretted that for tne same rea son the rich mines of iron, copper, coal, etc., remained uuworked. The state of agriculture is not less unpro mising, particularly if one considers the flour ishing condition of this country in oldea times. One fact is sufficient to characterize its present condition, viz., that more than a third part of the population lead a nomadic life. Lr. Polak adduces different causes to explain how, in a country which was formerly inhabited by settled farmers, nomadism is more and moro on the increase. Besides the despotic form of government, llamism plays the most prominent and pernicious part. The doctrine ot .oroaster, with a provident care for the future, furnished all possible assist ance to the culture of the soil. In consequence ol the dryness of the cli mate of Persia, artificial irrigation is indis pensable to suctstul agriculture. It is ne cessary both to draw the water out of the interior of the earth and to lead it into the fields, and to aid the growth of trees, in order that they may attract the moistere ot the atmosphere, and, by their shade, prevent the soil from being parched. Therefore Zoroaster made the care of pure running, water, and the protection ol trees, sacred duties. Chro nology was regulated according to the posi tion of the stars ;, the year bagan with thu 21st ot March, and every day had its patron ; and there was a whole system of rules and pre scriptions concerning sowing, planting ot trees, harvesting, and the other labors of agri culture. lslamism acted in an entirely different way. The monotheism of the Prophet was incom patible with the pantheistic idea of particular patrons of the trees and sources, monthg and dajs ; as soon as the ancient belief of the Per sians disappeared, water and trees were de prived ot all the piouB veneration which they formerly received. The next consequence was that the country was rapidly laid bare of lis woods; canals became otutructcd and use less, and the doil was gradually dried up. Thickly populated districts becime deserts; regions which, on account of their healthy situation, invited men to build large cities there, are now marthes which breed the mos t deleterious miasmas. Of the system of forty thousand subterraneous canals which Herodo tus sajs existed in ancient Persia, there ap pears only here and there a Bingle IVagment. . . . . i i i . i. .. .1 . . : tjn me ocuer uauu, tuo uc-fjiuui; uppiooiuu which weiehs on the inhabitants of Persia, is very much calculated to favor and further nomadism. The nomad withdraws himself more easily from this oppression than the set tled husbandman. The natural consequence is that not only the nomads do not give up their wandering habits, but that families more and more leave their settled dwellings and join the nomadic tribrjs. The religion and lorm of government of the Mohammedans are opposed to agriculture, the basis of human society. Hence the weakness of all Moslem political organizations, nay, the positive cause of ruin to all Moslem reigns, and the asser tion is not at all a paradoxical one, that it is only by becoming again Ghebers or adorers of the sacred fire that the harmony can once more form a well-organized society. Other wise, the agricultural population of Persia deserve praise for their great industry and activity; it survived all the storm3 which came over that coantry ; notwithstanding all obstacles, they devoted themselves to the culture ot the soil, and the tarmers are quite satisfied if the Government will only not push the system of oppression bo tar as to make their very existence impossible. Dr. Polak also pays his tribute of appro bation to the industrial activity of the Persian people, although he acknowledges that since Chardin, two hundred years ap, publinhed his cehbrated travels in Persia, industry has raiher retrograded. We need not wonder at this, s'ace the Government does nothing at all to further it . What, in this respect, has been done by the Shah, was limited to some .experimeru to introduce European manufac tures. These experiments most cams to a sad end. A number of Russian and French mechanics and workmen were called to the country and began to establish manutaetories. First came a factory of stearin candles; after spending more than eight thousand dacata, they succeeded in manutacturing some pounds ol stearin candles bearing the Persian stamp and the arms of the bhah; but the wicked world whispered that tbe stearin had been brought Irom Europe. Be that as it may, the director of the factory received trom the Shah a dress of honor, and the enterprise came to an end. Another experiment was that of a paper manufactory. Tbe experiments to make paper out ot rags continued during teveral years, a!oi bed large sums of money, and euded In a couple ol sheets of rough ftrey p8pcr being manufactured out ol tneie cotton. A similar destiny was reserved to a glass and sugar factory. The greatest effort were made lor the construction of a cotton spinning factory. Steam engines aud other apparatuses were brought trotn Russia with immense difficulty, by the shortest route, by means of human oi.ns. Whole villages were summoned to do the work; fifty people lost their lives ; the expenses amounted to no less than 150,000 ducats, and a lew pounds of yarn, which wcie preset ted to the Shah, were and remained the only fruit of this expensive) experiment. As a general thing the Persian mechanics work diligently, but with indifference. In striking contrast to them stands the meichant, who. lull of industry aud circumspection, en terprising, honest, aud punctual, presents the most, pleasing figure in the whole population of Fersia. If the celebrated Persian poet Saadi says: "Three things cannot exist with out three other things; no State can exist without justice, no science without discus sion, and no wealth without commerce" in Persia only the last of these rules seems Vi hold good. The State exists without much justice; there is much discussion, but very little science; but commorce is flourishing, and the merchant obtains advantages whese iinportauce reaches far bcyoad the mere pos session of fortULe. Among all classes the nierclmnts enjoy the greatest respect, their property is the least oi all touched, and the Government recoils from molesting them with the exations which heavily weigh on all the other inhabitants. The Government takes care neither of the !mprovemtut of the means of communication, nor of aericuliure nor of the othir trades. Isow the question aiises, What does it take care of? The simple answer is, that on Torsia weighs the oppres sion of a truly Asiatic despotism. '1 he reigning prince is ISassereddiu Shah, a man of very neglected education, whose char acter is a compound of distrust, vanity, cun ning, ambition, and avarice. The latter quality is the predominant one in biro, and all the functioiifiries of state look to him as their pattern, which they strive as much as possiblo to follow. While these provide only for them selves, Ihcir families, aud proteijca. the Shah, very often by resorting to the most extreme and pernicious means, accumulates treasures merely for the purpose of fitting out warlike expeditions in order to increase his kingdom. It is characteristic of this kicd of despotism that the Shah sometimes enacts very good measures, and that these orders are alwavs received by the subordinate functionaries with the declaration: ''I will be your victim 1" but are never executed. The Shall knows that, aud is satisfied with issuing orders with out ever inquiring whether they are executed or not.
