RCMA officials were unsuc cessful in recent efforts to establish an over-order premium for Class n milk, McAllister noted. RCMA officials are trying to “maintain our organization, so that when the price drops, as it surely will, we can be back and say, ‘hey, now we need over-order pricing again,”’ McAllister said. Some observers, such as Robert Yonkers, an ag economist at Penn State University, are optimistic about RCMA’s chances of resur rection. Others are more pessimistic, saying the longer-term legacy of RCMA’s current difficulties will be the continued fragmentation of the Order 2 milk market and the failure of farmers to rally around a cooperative approach to pricing. In another development, Yonk ers noted that RCMA’s troubles are likely to hasten efforts by the newly organized Producers Equalization Agency (PEA) to implement over-order pricing in Federal Order 36, which covers Pittsburgh and eastern Ohio. Cooperative and independent members there have selected a board of directors, which has plans to hire a full-time general manager by OcL IS, Yonkers said. The organzation plans to charge pre miums when PEA membership accounts for at least 85 percent of the order’s milk marketings.
