September 18, 1992 — LION'S EYE — ROTC Program Announces New Faculty and Events By Peggie Cahall Penn State Delco’s ROTC program has a new edition. MSG Robert Phifer has joined us. Phifer is coming from the 82nd Air Borne Division where he was First Sergeant of an anti-tank company. MSG Phifer has a wife and two children. Penn State and the ROTC Program would like to welcome MSG Phifer, his wife, Terri, and children to our campus. : Congratulations to those cadets who received scholarships. LouMandich received a three year scholarship; Sue Hubbard and George Golliday received two year scholarships. Army ROTC scholarships pay tuition, a flat fee for books, and $100.00 per month. Retention Counselor Dr. Samuel Spencer Again, Congratulations! ROTC has many exciting and challenging events planned for this year. Some of the events are: Survival weekend, rapelling days, marksmanship weekends, and land navigation exercises, during which the cadets are given the opportunity to qualify with Army equipment. Students who are interested in the program should contact Captain Mavracick or MSG Phifer. The program is not just a class or credits; it is a challenge and experience of a life time. Dr. Samuel Spencer is serving as acting Retention Counsler here at PennState Delco. As with the others, he too appears an invaluable addition to our facilty and staff. Dr. Spencer achieved his B.S. and M.S. degrees at Virginia State University before moving on to Ohio University for his PhD. Dr. Spencer was "very much impressed with the facilities and students which this institution has to offer." He feels for a non- residential campus, Delco offers a lot to its students. His objective for his temporary position is "to aid students in establishing realistic but high goals." With a wealth of experience behind him, Dr. Spencer's contributions to this campus will be immeasurable.
