If the Housing Officer declares that a rooming unit does conform to said standards, the Borough Secretary shall issue a rental permit to the owner of said rooming unit upon payment by the owner of a fee of Five Dollars (85.00). Said rental permit shall be valid for one year from the date of issuance. IV. This Ordinance shall become effective when re- orded and advertised as required by law. However, the effect as to the fees charged for rental permits as provided in the new Section 2.4 outlined above, shall be retroactive to September 10, 1974.
