Eshleman 16th District—Pennsylvania Ever since I came to Con- gress five yeas ago, the Viet- nam issue has been foremost in my mind and the minds of nearly all Americans, It is the issue which has torn at the mational conscience, has caus- ed us to question even our most sacred beliefs, but, a- nove all, has divided the Na- tion into bitterly opposed camps which have been so distrustful of one another that they have found it diffi- cult to even talk to each oth- €r, During that period I have supported two Presidents as they have developed Vietnam policy. That support has not always been unqualified since 1 have believed from time to time that badly conceived po- licy was being pursued. But, in general, I supported Presi- dents Johnson and Nixon be- cause I felt that, rightly or wrongly, Congress had turn- ed the authority for fighting », the war over to the President and thereby had assumed a moral obligation to give him as much backing as possible. In addition, I have believed that the very fact that the burden of the war was placed squarely on the President's shoulders has meant that he has had the complete know- ledge necessary to develop a responsible course of action in Southeast Asia, President Nion has justified my support by pursuing a policy that has been both res- ponsible in terms of our com- mitments to our Asian allies and responsible in terms of public sentiment in this coun- try. And recently, the Presi- } dent revealed that privately as well as publicly he has been willing to go the extra rile in seeking a la:zting peace in Indochina. The peace proposal that the President has offered our-en- emy places its stress on set- tling the problems that led to war and have kept the war going for far too long. It of- fers a peace that is fair to both sides in the conflict—fair in military terms and in the all important political terms. The one thing that the President did not propose, but the thing that North Vietnam seem to want most, is for us to abandon not only the fight but our friends too.
