August 24, 1977 Mount Joy Borough Authority sued for $20,000 The Mount Joy Borough Authority has been sued by a Harrisburg engineering firm for fraud, deceit, and violation of the Sunshine Law. The person sueing-the Borough is Vartan O. Keosheyan, of Vartan Associates in Susquehanna Township. He is asking for $21,196 from the Authority, on the grounds that they deceived him into submit- ting a proposal for re -designing a sewage treat- ment plant project. Vartan says that he did not receive equal consi- deration with another firm which got the contract, Gannett, Fleming, Corddry and Carpenter, Inc., of Camp Hill. He says the contract was awarded at a closed session which he feels is a violation of the Sunshine Law. Gerry Alleman & Scout staff Gerald Alleman, manager of G.C. Murphy Co. of Mount Joy, served as scoutmaster for the Provisional Troop at the J. Edward Mack Scout Reservation from July 31st to August 6th. His staff consisted of Jay C. Shank, Sr. and Ken Henry of Maytown, Don Kelly of Mount Joy, and Dave Rice of E-town. The Provisional Troop is made up of scouts from the Lancaster-Lebanon Council who are He also claims that the Authority violated DEP regulations. According to Vartan, Borough manager Joe Bateman asked his firm to prepare a proposal for re -designing the $7.5 million sewage plant already de- signed by Gannett. He claims he got a letter from Bateman saying that Gan- nett had been fired and that Vartan had a chance at the contract. Borough Council award- ed the contract to Gannett after all, and Vartan is charging that the real decision was made in a closed meeting and rubber -stamped at the public Council Meeting. Vartan wants $2196 for drawing up his plans and $19,000 for lost profit and legal fees. The Mack Reservation is located in Brickerville and has 1001 acres. The troops do all their own cooking during the week. Facilities include an olympic size pool, a boating lake, NCR rifle range, archery range, chapel, trading post, and commissary. The camp is operated by the BSA Lancaster-Lebanon Council.
