The library building used to be the Noxen School but was closed by the Lake-Lehman School Dis- trict in 1976. The building was | donated to the township to serve as a community center that now houses the library, food pantry and serves as a community meet- ing hall. The capsule was dedicated to the memory of Mary Jane Race, the township’s first volunteer li- brarian who died in November, said Pearl Race, Pastor Food Pan- try manager. Pear Race’s hus- band and Mary Jane Race’s hus- band are first cousins. The capsule includes church bulletins from three local church- es, the names of the oldest resi- dents, the newest baby, the town- ship’s longest married couple, paintings from local artist Char- les Kovalick and political infor- mation about the township. Pearl Race holds a time capsule to be installed underneath new cement steps at the Schenk Library in the Old Noxen School building. Supervisors unanimously voted to adopt an ordinance approving, accepting and au- thorizing the articles of agreement between member municipalities of the partner- ship. The purpose of the partner- ship is to improve the quality of life for residents of the Back Mountain. Kingston and Jackson Townships have already en- tered the partnership. Dallas Borough Council will vote on whether or not to join at its monthly meeting on May 20. Lehman and Franklin Town- ships have also expressed in- terest in becoming members. Left-turn signal A Pennsylvania Department of Transportation resolution will be re-signed to add a left- turn signal onto Route 309 from Hildebrandt Road. The addition of the turn signal is in conjunction with the con- struction of a new high school in the township by Dallas School District. “When we met with Penn- DOT, they liked it so much they made it a condition of the school district obtaining a permit,” said township engi- neer Thomas Doughton. High school bond The supervisors approved a bond dnsthesamount of $4.5 million © from the Dallas School District for construc- tion of a new high school, pending a review by Dough- ton at how the district arrived at the number. School district officials are expected to pre- sent plans for the construc- tion project to the township’s planning commission on Tuesday. “If we don’t act on it in that nature tonight, they’ll lose a month,” Doughton told the supervisors. WVHCS easement Approval was passed to amend an agreement made in April 1995 between the town- ship and Wyoming Valley Health Care System. As part of the agreement, an ease- ment was granted to WVHCS to construct a facility behind the municipal building. WVHCS, a not-for-profit or- ganization, was recently sold to Community Health Servic- es, a for-profit company. At- torneys for the new owners approached the township and asked that the easement con- tinue despite the sale. “Por reasons that aren’t completely clear to me...there’s a provision that says should Wyoming Valley Health Care sell the property, the easement would termi- nate immediately,” said town- ship solicitor Attorney Tho- mas Brennan. “I think when people do these things they don’t anticipate what’s going to happen in the future.” Decision upheld on Garbutt Avenue parking Despite a request from an attorney for III Guys Pizza, the supervisors decided not to reconsider an amendment they passed in March which bans parking on both sides of Garbutt Street between Route 415 and Gerald Avenue. III Guys is located within the re- stricted parking area. Although neighbors of III Guys have complained about the restaurant’s patrons at past meetings, the amend- ment to the ordinance was made because officials felt emergency vehicles did not have room to access the street with parking on both sides. Employee benefits us Auresolution was approved to authorize the township to join ‘the Northeast Pennsylva- nia Municipal Insurance Cooperative and the Pennsyl- vania Municipal Insurance Cooperative for the purpose of obtaining employee benefit insuranee. Fire and ambulance donations are made Supervisors passed a mo- tion to make a 2009 donation of $15,000 to Dallas Fire and Ambulance and $15,000 to Kunkle Fire and Ambulance. Both companies provide fire and ambulance service to res- idents of the township. Meeting date change The date for the second bi- monthly supervisors meeting has been moved to Monday, May 18, at 7:30 p.m. due to the primary election.
