He said every time a new devel- opment goes in, he and the planning commission ask the same question; “What about water?” The issue is compounded be- cause developers nearly always plan to use Dallas Area Munici- pal Authority (DAMA) sewers as opposed to on-lot septic sys- tems. He said the use of on-lot sep- tic systems instead of sewer hookups, would allow Back Mountain water to be used then filtered = through sand banks and returned to the ground on the lot it came from. However, developers are re- quired to tie lots into sewer lines if they are within 150 feet of them. In an effort to help control water consumption, Kingston Township last week approved an amendment to its water or- dinance that makes it impossi- ble for developers to plan a de- velopment with all individual wells for water supply. Goodwin pointed out that al- though water companies also draw from the aquifer, “It’s not 44 individual wells that can have unlimited water.” In June, the COG advertised for a consultant to help draw up a regional comprehensive master plan. About 10 consult- ants have applied to date. Once the consultant is hired, a move expected by the end of August, the COG will apply for a Land Use Planning and Tech- nical Assistance Program grant through the Department of Economic and Community De- velopment. According to Joe Moskovitz, Dallas Borough Manager, the cost of the master plan is expected to be around $100,000. Moskovitz said there are many aspects to the plan, one of which is an aquifer study. Other growth-spurred topics to be covered within the plan are: a traffic corridor study, a land- use study/open space study and updating member munici- palities’ own master plans and zoning ordinances.
