10 The Dallas Post Dallas, PA Dallas, PA Thursday, May 02, 2002 Kingston Twp. (continued from page 1) In other business, developer John Halbing proposed major changes to pre- liminary plans for the Windsor Farms subdivision. Concerns over the preliminary plans for the subdivision led the Supervisors to vote against accepting Halbing's plans, but the board granted the devel- oper a 40-day extension before a final decision is made. Among the changes were: e Halbing moved the entrance to the subdivision 400 feet north on Manor Drive from the original location, which the board, residents and the Luzerne County Planning Commission previously felt was in a “dangerous area.” The subdivision will connect to the neighboring Sunrise Estates water com- pany, instead of drilling 44 individual wells, which the original plans called for. Halbing told the board that if he hooked his development up to the water company, he would ask for a waiver which would enable him to not install fire hydrants in the development. He said a water company spokesman said the company could provide water for “domestic use”, but not for fire protec- tion. e Plans for installing an emergency road with some sort of gate were dis- cussed, but the issue was not resolved at the meeting. Residents of Sunrise Es- tates had expressed concerns over the increase in traffic they would see if a thoroughfare was installed, and were concerned that unless some sort of gate was put in to keep non-emergency vehi- cles from using the access road, traffic flow through the development would more than double. Trucksville Volunteer Fire Company assistant chief Bill Eck said he was con- cerned over the issue of installing an emergency road and a gate. “No matter where you put the gate, it is going to be in the wrong spot in an emergency,” said Eck. The board will hold a hearing con- cerning the subdivision at 7 p.m. May 7 in the municipal building meeting room. “(The developers) finally came to their senses and made quite a few changes,” said supervisor John Versari. “The changes should make everybody happy.” Joe Stec is an editorial intern with The Dallas Post.
