The change in eligibility guide- lines for the BlueCHIP (Children's Health Insurance Program) of Pennsylvania program announced recently by Governor Robert Casey will allow Pennsylvania's four Caring Foundations to insure thousands of uninsured children. The four Caring Foundations, affiliated with the Blue Cross and Blue Shield Plans in Pennsylva- nia, administer the program as BlueCHIP in different regions throughout the state. The Children’s Health Insur- ance Program was created by the Governor and Legislature in 1992 and is funded through a desig- nated portion of the cigarette tax. The Caring Foundations iden- tify, qualify and enroll eligible children and on their behalf pur- chase insurance coverage from Blue Cross and Blue Shield. ~ Since May, 1993, the Caring Foundations have received more than 40,000 applications from children seeking coverage; over 13,000 children who met the state's eligibility guidelines were enrolled. Nearly 1,000 of the total enrolled are children residing in northeastern Pennsylvania. The change in guidelines will allow children through age 13 with family incomes below 185% of the Federal Poverty Level (e.g. $27,380 for a family of four) to qualify. Children must also be a resi- dent of Pennsylvania for more than 30 days and not be covered by private insurance or eligible for Medical Assistance.
