Spencer, executive director of Heritage House, Wilkes- Barre has announced her retire- ment effective October 1, 1992. Mrs. Spencer, a pioneer in the field of aging, became an activist for the elderly in 1964 and her name has appeared repeatedly since that time in connection with ‘Pennsylvania's efforts to establish ‘community services for the aged. Since 1977, Spencer has car- ried out various duties as execu- tive director including administra- ‘tive, operational, personnel, finan- cial and civic responsibilities. Prior to her employment at Heritage House, Spencer served as executive director of the Pennsyl- -vania Association of Older Persons ‘in Harrisburg; executive director ‘of the Luzerne /Wyoming Counties Bureau for the Aging; executive ‘director of the Luzerne County Bu- ‘reau for the Aging and director of the Day Care Center at Valley Crest Nursing Home. Spencer established the Bureau for the Aging in 1968 and served as its executive directorin 1972 when . effects of Hurricane Agnes devas- ! tated the area. In response to the desperate needs of area residents, ' she was responsible for directing and overseeing the flood recovery » effort for the elderly. Over 6,000 . older persons were left homeless © as a result of Agnes’ destruction - and the Bureau for the Aging was © called upon to provide social serv- © ices and obtain housing for these . persons. For her successful efforts : on behalf of the Bureau, Spencer ’ received a commendation from - Frank Carlucci, President Nixon's - personal representative. She is currently vice-chairman of the board of Derma Sciences, Old Forge; member of the Board of Directors of the Pennsylvania Association of Non-Profit Homes for the Aging; Past President of NOR-PANPHA; member of the American Association of Homes for the Aging, the American Col- lege of Health Care Administra- tors, Alpha Delta Mu-National Honor Society of Social Work, board of directors of Heritage House, Diversified Medical Systems, Gen- eral Medical Services and the Home for Homeless Women. She is also a member of the governing council of the American Hospital Associa- tion's Section for Aging and Long- Term Care Services. In addition to her work as s consultant to agencies, counties and states in assisting them to develop programs for older per- sons, Spencer has also served as a guest lecturer for various colleges throughout the state. She resides in Dallas with her husband, L. Robert. They have a daughter, Mrs. John T. Husband, son of Ruth Tetschner of Dallas, recently de- ployed to the Baltic Sea aboard the guided missile frigate USS Hawes, homeported in Charleston, SC. The USS Hawes made historic port stops in Lithuania, Estonia and Latvia, all former Soviet Baltic states. These vists were the first made by an American ship in more than 60 years. This exercise is part of a larger program called Checkered Flag, in which US.- based tactical air units deploy to Europe, the Pacific and Southwest Asia. The purpose is to familiarize aircrews and support people with overseas operating bases, areas, and procedures.
