DAMA is powerless on its own Much of the criticism leveled at DAMA stems from the perception that the authority forced itself on the municipalities. Bagley said that is the opposite of how the program came about. “DAMA is only the agent for the yee municipalities. We are a chartered municipal authority but Dallas Borough, Dallas Township and Kingston Township enact the ordinances which mandate the authority's responsibility. The townships and boroughs in the state have the right to use one municipal hauler if they choose. They can do it themselves or hire a hauler. They mandated DAMA as their agent,” Bagley explained. “BAMA could have done the collec- tfeh itself but it would have cost residents more money that way so we put it out for bid. All but C&K (pd Searle submitted bids.” Ok arlier in the week, the King- ston Township supervisors met July 10 at the township municipal building and opened with a state- ment that an executive session of the board was held July 2 to confer with the township solicitor regard- ing litigation against haulers or residents who impede the trash collection program. “The township may continue documenting cases by any method they choose was a decision made . “ithe supervisors,” said township anager Jefl Box, referring to earlier reports that renegade haul- ers were being videotaped as they picked up trash. “They want to give the forces a chance to work and the public a chance to realize it is a good deal and a good program. “An injunction against haulers is awaiting further research by the township solicitor, Atty. BenJones III. Liens against property owners will be used as a last resort,” Box said. “There were about a halfdozen residents at the meeting opposing the program. Six out of a popula- tion of more than 7,000 is not bad. It's difficult to understand-people are brought up to obey laws and then people are spitting in citizens’ faces,” Box continued. “The major- ity seem to be satisfied with the program.” Danella workers report few complaints A Post reporter saw Danella employees emptying trash contain- ers in their truck and asked how they were being treated by resi- dents. “We have had a few comments,” they replied. “Not many, most of the residents appear satisfied.” Indications that some residents in the area are not satisfied can be found in several business places where petitions have been placed by C&K and Searle Sanitation. The petition heading reads: “Ifyou agree that DAMA is being unfair awarding the garbage and recycling contract exclusively to Danella Enterprises, the affected areas will be Dallas Township, ‘Dallas Borough and Kingston Township. The first of the above companies will be literally forced out of business through no fault of their own and could very possibly face the realities of bankruptcy. You, the residents of these areas have your choice of which garbage hauler you want to serve your residence although DAMA would have you believe that people have no choice whatsoever and must allow Danella Enterprises to serv- ice them. We strongly urge you to contact the company that services you and make an informed deci- sion before July 1.” By July 15, about 40 signa- tures, several with addresses out of the area, appeared on a petition other business, an employee saia a petition which had been removed by the haulers had approximately 50 signatures. Residents voice mixed feelings Several residents questioned at random had these comments to make. Mrs. Thomas Doughton of Dal- las Borough said, “We're going along with Danella but I think it's wrong that there isn't a special price for senior citizens. Some of them have only one or two bags a month. There should be something done about that.” Dick Williams of Dallas Town- ship said, “In the beginning I wanted to stay with my other hauler but when I learned what it was all about I cancelled his service and went to Danella. I feel bad for the guy but this company picks up on time, has new equipment and the men are neat and efficient. The other guy's equipment was falling apart and he came when he felt like it. I am also saving money with Danella.” “I don't think people should be told what hauler they have to have,” said Chuck Glasser of Kingston Township. “They should have a choice. But for too long, people have been apathetic about every- thing. That's what has put us where we are. They don't attend munici- pal or school board meetings regu- larly and they don’t exercise their right to vote. If people don't vote they have no right to complain. They just don’t care until it's something that happens to them.” Valerie Andrews of Kingston Township liked the program for herself, but wondered if it was right for everyone. “I don’t think the program is good for some of the senior citizens who can't afford it but for myself it's great.
