Citizens working together can highlight nec- essary change but change comes hard.” Jackson Township resident Fred Murray shared the changes he saw while living on Long Island from 1959 to 1974. In the first years he lived there, he said, he drove from Kennedy Airport for 46 miles through open countryside to his home in Bayport, Suffolk County. “Then a new expressway was constructed and people moved into the county like locusts. My taxes were $1200 when I returned to this area but friends living there today pay taxes of $5600 annually.” Murray said. In comparing what he sees occuring in the Back Mountain today to his rience on Long Island, Murray said, “What happened there in 1960 is now happening here. Someone who is 40 years old today won't be able to afford to live here at age 65.” Following Miller's address, Ed Schecter, chairman of the by-laws committee presented the council's by-laws which had been drawn up over the past several weeks. The by- laws were approved unanimously the citizens present in a voice vote. The by-laws indicate the pur- pose of the council is to work with, support and educate all municipal officials and private groups in order to maintain the quality of life in the area. Po The council also approved the appointment of 18 persons to the _ board of directors, which will ulti- ‘mately have 21 members. The board ~ is to include representation from each of the nine communities that - make up the Back Mountain. Nominated and approved Monday were: Nancy Eckert and Ben Phil- lips, Dallas Borough; Howard Gross- man, Dr. Bruce Wilson, Jacqueline Williams and Dr. Alan Boonin, Dal- las Township; Ed Schecter, Murray Miller, Joseph Stager and Dr. James Ryan, Jackson Township; Marc Elgaway and Ray Boyle, Harveys Lake Borough; Will Conyngham, Al Babetski and Susan Davis, Lehman Township and Jack Thomas, Dol- ores Slesiensky and Anne Vernon, Kingston Township. Board mem- bers representing Lake Township, Ross Township and Franklin Town- ship are yet to be appointed. The group hopes volunteers from those communities will come forward. Ryan said the next step for the group is to form committees to work with the municipalities in interest areas. They include: Water, solid waste, planning and zoning, trans- portation, and open space and rec- reation. Members of these commit- tees and others to be formed will encourage citizen participation, distribute materials to educate the public, advise public officials, assist in municipal services when needed and work on interplanning. The next general meeting of the council will be January 18 at Penn State Wilkes-Barre Campus. At that time the committees will be formed. Dr. Ryan invited all interested members of the Back Mountain to attend the meeting and get involved with the committee work. “That's Where the real work will be done,” he said.
