(continued from page 1) Reservoir helps to ensure that soil erosion and sedimentation control can be adequately implemented by the developer. The sole difference of opinion was from the Luzerne County Plan- ning Commission. In correspond- , ence of March 28, Stanley J. Dys- . leski, subdivision administrator, wrote approving the Powderhorn Estates II subdivision in Dallas Borough but in a letter dated July 12, just four. days after the bor- ough’s July 8 letter to Adrian F. Merolli, director of planning, Mer- olli recommended denial of the rezoning request. Merolli mentioned reservations regarding water supply, reduction of lot sizes from two acres to 7,500 square feet, and also stated that the zoning board could request lot size and setback variations. @ Taking the correspondence into “=” consideration, the majority of the council approved the rezoning from C-1 to R-1. Developer Nelen must now go back to the Luzerne County Planning Commission which will determine whether or not he can build homes on half acre lots as proposed. Following approval of the rezon- ing by the council, residents pro- testing the development objected to the council's action. Council chair- man Donald Shaffer and Borough Solicitor John Fine explained that the residents had the right to attend the meeting with the Luz- erne County Planning Commission @ 2 voice objections to the pro- » posed development. Council member Russell Eyet said he spent several weeks talking to residents about the development and the majority of them did not object as long as there was suffi- cient water supply. Borough manager Robert Brown said he lived in the area when all the homes were built on Powder- horn Drive and he has grandchil- dren now living in that area. zs Nobody ever asked him if he objected to the homes being built, Brown said. : Council member Harold Brobst spoke up and said he had been listening at the meetings to the various objections of the residents and he had. not heard one good reason but selfishness. Mrs. John Lloyd, who lives on Machell Avenue said she was not selfish and that she is not against the neighbors. She stated that in her opinion the lots should be larger and council has the author- ity to request the size. Shaffer said if the Luzerne Plan- ning Commission recommends larger lots, Nelen will have to follow their direction since the bor- ough has no subdivision ordinance. Mrs. Lloyd also advised the coun- cil not to make the same mistakes as those made 30 years ago. ‘“The people would like an opportunity to express to council, Luzerne County Planning Commission, and Nelen what they would like,” Lloyd said. Anees B. Barakat asked how resi- dents would know about the meet- ing with the Planning Commission. When he was told it would be publicized, Barakat complained that he had not heard or known about the meeting and that he wasn’t sure about it being publi- cized and remarked it appeared the borough officials were being negli- gent or sneaky. That accusation prompted Bor- ough Manager Robert Brown to announce his intention to resign his position.
