The workers will call on their friends and neighbors for con- tributions to support the care, research and. teaching pro- tion agent for the Department of Labor, Bureau of Labor Statis- tics (BLS). Results of the sur- vey will provide data on 1973 consumer expenditures, . infor- mation needed by BLS to update the consumer price index. Mr. Bank's office is head- quarters for the survey pro- gram in the metropolitan areas of Scranton and Wilkes-Barre- Hazleton, Pa., and Allentown- Bethlehem-Easton, Pa.-N.J., and in Carbon and Monroe Counties, Pa. A sample of ‘about 340 house- holds in these areas, part of the 17,000 across the Nation, will be interviewed a total of five times during the course of the survey which will be completed in March 1974. ; Another group of households here, among the 19,000 nation- wide, is taking part in a survey of daily expenditures, which is part of the overall program. This is called the Diary Survey and will provide information about the small, everyday pur- chases—food, cleaning aids, personal care items—that people cannot recall accurately even for a short period of time. Each Diary Survey household is asked to keep a daily record of expenditures over two consecu- tive 7-day periods. Census inter- “viewers personnally drop off and pick up the record keeping forms for both periods. All households, in both the quarterly survey and the Diary Survey, have been scientifically selected to provide a cross sec- tion of America’s households. All information reported to in- terviewers is held in strict con- fidence. The interviewers are residents of the county in which they work and each carries an official identification card with the bearer’s photograph and signature. “July marks the start of third quarter interviewing in this area for the federal govern- ment’s nationwide consumer expenditure survey, according to Donald A. Banks, supervisor of the survey area office in ‘Scranton, Pa, The sample of households participating in the survey will be interviewed for the third time sometime this ~ month or in August or Septem- ber. : " Thesurvey, which began here * in January, is being conducted by the Bureau of the Census, part of the Department of Com- © merce’s social and economic - statistics administration. With the summer swimming season well underway, there are a growing number of reports of underwater swim- mers passing out and drowning or almost drowning. Physicians have’ found that the problem develops because the pre-dive rapid breathing takes in an excess of oxygen that can cause dizziness. What's worse, that last big breath of air before the dive masks the in- ternal signals that indicate when breathing is necessary. . Normally, if you hold your _ breath for a long time, the build-up of. carbon dioxide causes a partial pressure that signals when a new breath must be taken. One physician has researched more than 50 cases of under- water swimming unconscious- _ ness, most of which occurred in well-guarded pools and some of which resulted in death. Being a good swimmer seems to have a reverse effect, probably because being a good swimmer instills a confidence that tends to further obscure the approach of breathing danger. - Physicians suggest that if you are inclined to try to see how far you can swim underwater without coming up for breath, make sure a friend watches you closely. so that he can haul you out at the first sign that some- thing is wrong. In addition, breathe normally before the dive and don’t take an excessi- vely big final breath. Other- wise, it might turn out to be your final, final breath.
