FOREWORD Government is a cooperative agency in which certain persons elected, appointed sor otherwise employed for various duties and responsibilities carry on sundry activities on behalf of and in the interest of their fellow citizens. The citizens are in effect the owners and employers of this great enterprise. Officials and employees are but servants and trustees. It is their responsibility to follow the wishes of the owners, protect their interests, and keep them informed of results. The primary means upon which public officials must rely for the purpose of informing the owners is the system of reports. In many ways the most important report of any governmental body or officials is the annual report. It is here that the record of accomplishment is presented over against the plan of operation and development offered in the budget at the beginning of the year. It is through this medium that other counties are given an opportunity to view and study what each has accomplished. It is a document that the citizen may peruse at his leisure, through which he should be able to secure a complete picture, of the affairs in which he is interests. Unfortunately, many citizens who are keenly interested in the affairs of the county are unable to interpret tabulated statements and in fact have an aversion to looking at them. For that reason, I have made an analysis of the balance sheet and statement of cash receipts and expenditures which appears on the following pages.
