Hon. S. Taylor North, of JefTonon oounty, intrnduued a bill in the state legislature last Thursday to Increase the pay of jurors from 12.00 to :l 00 a day and witnesses from 11.00 to 12 00 a day. This should become a law with out opposition. The present compensa tion for jurors and witnesses is too low, considering the fact that the men who serve either as jurors or witnesses have to pay their board at the county seat and are taken away from their dally avocation, and that In most cases they are men who make more than 12.00 a day at their dally work. The proposed increase In pay Is a just proposition and should become a law. Several days ago we talked to a young man not yet eighteen years old who has smoked so much that It has effected his health, wrecking his nerves, and he has been adviBed by a physician to quit smoking, but he claims that the habit has such a hold on blm that he cannot quit it, yet be Is trying to be weaned from the pipe by smoking cigarettes. We can see bow it is possible for a man who has smoked from fifteen to fifty years to become so attached to pipe or cigar that it would be almost Impossible for him to give up the habit, but It hardly seems possible . that a young man yet in his teens has become such a slave to the smoke babit that be cannot, give li ip when be knows that it is making blm a nervous wreck. A blind man or cripple deserves pity and the small pittance usually asked from each individual, provided tbey are sober when asking alms, but when a man visibly intoxicated, be he blind, armless or legless, asks alms we do not believe any person is justified in giving money under such conditions. Several days ago a young man that has been un fortunate and has lost both arms close to shoulders, got off the 8.08 a. m. train on P. R. R. who was so much Intoxl cated that be staggered when be walked. He bought a dozen of pencils In one of our stores for a penny apiece, sold them readily for five cents apiece and then invested his profits in more liquor. . We believe that the people who purchased, the pencils from that fellow did him more harm than good It may seem heartless to refuse to buy a penny pencil from an armless man for a nlckle, and yet when the man has the odor of liquor on him, or Is visibly intoxicated, it Is not heartless or un charitable to refuse to buy his pencils, In that case you simply give him your money to buy more liquor for himself and professional "dead beats" who hang around barrooms to be treated.
