Philadelphia, June 8. A parnde of blind men who are on striko for In creased wages was witnessed by Phlla- delphlans today. There wore 160 men in the parade, and as they marched through the streets, lod by a band ot music, they attracted the attention and elicited the sympathy of all. The men have been employed at the Pennsyl vania Working Home for Blind Men, an Institution which was established by the state 'for the benefit of tho blind, but which has been transformed, It Is alleged, Into an Individual money making scheme. The institution re ceives a state appropriation of $17,600 annually, and to this is added an an nual appropriation of $5,000 from the city. Tho strikers assort that H. L. Hall, the manager of the 'Institution, who has been at its head for 25 years, has accumulated a fortune of $250,000, and lives in luxury on the grounds ot tho institution, at 3518 Lancaster avenue. The blind men themselves havo been oarnlng from $2 to $5 per week, and they ask an Increase of 10 cents a day. The output ot tho Institution last year was 80,000 brooms, which wore sold at $1.50 a dozen. Hall receives a salary of $1,800 a year and a percen tage on all stock bought. Forty-five of the blind men aro mar ried and have families.
