Tho friendly protocol of Washington was signed on May 30, 1898, lor tho adjustment of all differences between tho United States and Canada In a most amicable spirit. Tho ink of that protocol was only well dry when tho province of Ontario discovered n chance to exhibit her idea of interna tional equity. At the same time the Canadian courts held tho Americans liable for violation ot the contract which their own laws had caused to bo vacated. The Dominion government also seems to share these peculiar prin ciples of International intercourse in respect to the boundary of Alaska. They protested Indignantly against nny conditions saving tho existing right of Americans to tho country to bo arbitrated. Years before tho com mission met United States citizens, without any question or protest against their right to do so, had occuplod the head waters of the Lynn canal and es tablished towns and settlements there. Canada had never asserted a claim to tho region. Tho Americans had built paths over the passes from the Lynn canal beyond the mountains and es tablished communication with the Yukon by intervening lakes and streams. This, too, was dono without protest or question of their right to pass over the mountain summits. Under theso circumstances tho Uni ted States commissioners thought it right to withhold such tidewater set tlements from the arbitrators' Juris diction, and it was against this limita tion that the Canadian commissioners so vehemently protested. Now It seems that Canada is protesting with equal vohemence against arbitration, unless the United States shall agree to give them in any caso tho Pyramid harbor region, to which they nover before the meeting of tho commission asserted nny right, which they had never occu pied with a flag, or constable or a Can adian subject, or even a canoe. How they reconcile this claim with their position in the commission In re spect to referring the boundary ques tion to arbitration remains to be ex plained to the British government. There seems little prospect of adjust ment of the boundary question if it Is left to the control of the Canadians. If they are to control the action of the imperial government it Is Import ant to that government that Canada should bring her Ideas to conformity with those which havo hitherto guided Great Britain and the United States Into the paths of peace and friendship.
