Thk present grand jury did its work well, in placing the costs on prosecutors in trivial cases that should never have even reached the Justices' ofllces. If Gov. Leary, of Gnaw, is related in any way to the O'Leary branch of the family, there will be little doubt about securing home rule for the island. If the Democratic county , conven tion finds itself Bhort of material, Chairman Moyer has only to call on Shenandoah. While there are now six candidates in this town, we have others iu reserve awaiting to be sacrificed. Up at Scranton, one of the Coun- cilmen of that town unmercifully pounded an editor, because the latter's paper contained abusiye articles with reference to the official. Strange as it may seem, no prosecu tions have been entered. TiIkhe is a quaint newspaper in this county. It has an amusing habit of insisting that its weak points are its strongest features. At the moment prudence dictates that it keep quiet, it breaks out in a hurrah And then the readers laugh at the editor's ignorance. With the Wilkesbarre News, the leading Democratic exponent of the 10 to 1 dogma in Luzerne county, de serting the silver cause, and the editor of the New York World prophesying Bryan's defeat again, surely the pompous penny-a-liners are having troubles of their own. I IT 1898 Jenks, the Democratic candidate for Governor, re ceived 1045 more votes in Luzerne county than did Stone ; in 1897, tho same county gave the Democra tic candidate for Stute Treasurer 1822 more votes than his Republican opponent. Yes, we think Luzerne went Democratic last year and the year previous. When you see it iu the Herald it's so. Thk wisdom of selecting Jury Commissioners from among the resi dents of that portion of the county generally known as "north-of-the mountain" is shown by a perusal of the names drawn for jury duty dur ing the present year. Heretofore this section of the county was discriinin ated against in that respect, but dur ing the period mentioned the taxables in this section have received a proper and just recognition. It might be well for those papers that pattern after the New York Journal, so far as the nnaucial ques tion is-concerned, to be equally hon est towards their readers. The Journal, speaking of the improved condition of business, says it is "will ing to commend any effort made to improve the condition of those who toll. The advance in wages by the various companies engaged in the steel and Iron trade is most gratify ing." But, then, we cannot expect such statement from men who are "pulled up" witlt their own superior knowledge. FonMKB, Congressman Rellly, in unison with almost-eyery resident of Pottsvillo, is deeply chagrined at the plain architecture of the public building. He expresses regret that the appropriation was not greater, and says it would have been had lie remained in Congress. The cause ascribed by the ox-Congressman, is not the correot one. To the greed of the averatre Pottsvlilian can be at tributed the reason. The govern ment was compelled to pay double the price for the site, and therefore had to curtail the expenditure on the building. Don't blame the govern ment. Tub Episcopal convention of the Diocese of Pennsylvania, which lias been in session in Philadelphia this week, adopted an- important amend ment to Canon IV, which makes pro vision for the admission of a church into a diocese. The amendment provides that any church applying for membership in tho diocese shall contain in its constitution or by-laws a distinct declaration tlmt the church or congregation will not sell, oiiarge or encumber any of its real estate without the previous consent of the standing committee of the diocese and that It will make no grant of its reul property or impose any charge hereon without the consent of a majority of tho lay membors of tlio standing comiulttcu of the Dloceso of Pennsylvania. - u. While the text of tho dispatch Is not to be made public Secretary Hay stated that it showed a very satisfactory condi tion of affairs in the Philippines, and pointed to a settlement of the diffi culties there. The reply of the president to Pro fessor Schurman's cablegram, it Is un derstood, stated that he was very anxious to have tho peace negotia tions concluded at the earliest posslblo moment, and to this end he desired that no unnecessary or humiliating conditions should be Imposed upon tho insurgents. It is believed in admin istration circles that as soon as Aguinaldo is convinced of the sin cerity of the American government ho will agree to surrender.
