General Hale's bri gade, consisting of flvo gatllngs, under tho command of Major Young, of the Elxth artillery, two battalions of the Fifty-first Iowa reglmont, the First No braska and the First South Dakota regiment, advanced along tho road, a few mllos west of tho railway lino. General Whoaton, with Hotchklss nnd gatllng guns, under tho command of Lloutenant Naylor, of the Utah light artillery, mounted on hand cars, push ed ahond, the Twentieth Kansas and First Montana regiments deploying to the right and left when feasible. Both brigades met with resistance simultaneously on approaching the river near San Tomas, which 1b about eight kilometers from Apallt. Tbe center span of tho railroad bridge had dropped into tho river, and the rebels had only left a small force to check General Wheaton, their main body lining the strong trenches In front of General Hale. Although tho attacking force poured a very heavy artlllory and musketry fire across the river, the enemy stub bornly resisted for over an hour, ulti mately breaking when Major Young shelled their left flank, and then re treating along the river bank under cover. So soon as they discovered that the nature of tho country would permit only a few skirmishes on each side of the embankment the rebels regained their courage and fought desperatoly for three-quarters of an hour, in the face of the American volleys and a rapid Are fusillade, until flanked by the Montana regiment. Then a gen eral scramble ensued, most ot tbe enemy boarding trains that were In readiness and the others taking the road to San Fernando, after burning the villages of San Tomas and Mlnalin. About noon General Wheaton cross ed the broken bridge, cleared the stragglers out of the villages and ad vanced towards San Fernando. Gen eral Hale effected a crossing simul taneously, after n slight delay neces sary to repair a stone bridge. Our loss up to noon was two mem bers of tho Nebraska regiment and one of the Montana killed, and Captain Al- brecht, three members of the Kansas regiment, two of the Montana, four' of tho Nebraska and one of the South Dakota wounded. Spectal mention was mado by him of the privileges of German manufacturers who can sell artlclos of food without hindrance to tho United States which cannot bo sold In Germnny.- Mr. Lewis advocated the passage ot a national pure food law and tho ap pointment or a permanent commis sion, the duty of which would bo to prevent the marketing of any article ot rood or drink, domestic or im ported, that was misrepresented. The limit of adulteration, he dcclarod. should be govorned by the commis sion, and tho committee, he suggested, should analyze articles and certify to their purity by a government stamp. Mr. Wiley gave further Information to the committee regarding tho articles sold in this country which wero adul terated. Among practices that aro fraudulent, yet not injurious to tho health, ho mentioned the sale of Ash of a cheap variety and grado for more expensive kinds, especially fish packed in on. it also Is a common custom. Dr. Wiley said, for dealers to stamp pacitages with foreign stamps, and thus decolve the public Into believing It was buying imported goods. The sale of turtles in restaurants for ter rapin wns also a common means of defrauding tho public. Famous wines nnd other drinks of foreign countries are on sale in American markets that never "even saw the color of the ocean." The witness said that adulterations of food and drink which are injurious to the public health could be classed in two groups coloring and preserv ing. The methods of coloring green vegetables were spoken of In detail. The matter which is used mainly in restoring the natural color of green peas, tho witness declared, sometimes was salts of zinc and sometimes salts of copper, either of which fa poisonous, nnd tho use of which should not bo permitted. Probably tho most com mon chemical used as a preservative, according to Dr. Wiley, Is sallcyclic acid, which is made to a great ex tent from carbolic acid. It should not bo permitted, ho stated, becauso it is very bad for the health, especially to those who havo weak stomachs. Ho ended his testimony regarding the sub ject by saying that no food which was ottered for sale which contained pre servatives was lit to eat.
