Oun Hazleton contemporaries are after those politicians chronic ofllce seekers who are unwilling to pay for their political advertising, and the editors have become tired, they say, of supporting tho ticket "forthe sake of the party." And they are right. Schuylkill county is full of just that kind of gtutesmen looking for fat salaries, and when they secure the ofllce ignore the newspapers that sup ported them. Some of them even go so far as to secure an interest in a newspaper in order to reap a benefit from the printing in their ofllce. The Hon. William Flinn, of Pitts burg, bas delivered himself of an in terview in which he strongly urges tho followers of Senator Quay to nominate the latter gentleman for State Treasurer in order to prove whether or not he has the endorse ment of the people of the state in his aspirations to succeed himself in the United States Senate. It is a matter of history that some years ago Ool. Quay was practically dared in the same manner to run for State Treasurer, and it was urged then, as now, that if he did so he would be defeated. at thei polls. Senator Quay secured the nomination .and was elected by an overwhelming ma jority. Is life insurance circles the one sub ject of discussion is the decision of the Appellate Division of the Supreme Court in Brooklyn, which takes the ground that directors of life insur ance companies have no right to use discretion in dealing with a com pany's surplus. lie holds that the directors cannot legally set aside a certain portion of the income as a basis upon which the earnings of policies shall be estimated. It is be lieved that if this decision stands persons holding endowment policies in New York companies will derive much larger benefits from their poll cies than they had reason to expect, as each policy holder's share of the annual profits of the company in which he is insured will be based on the total surplus of the company, in stead of on a stated portion of that surplus. Township Government. The pew law to take effect in Feb ruary, 1000, revolutionizes township management. For all townships of the state elections are to be held as heretofore, on the third Tuesday of February, but the new officers do not qualify until the second Saturday after election. The present township committee is legislated out of office at the next township election, when three new committeemen must be elected, one for one year, one for two years and one for three years, and hereafter one eaoh year for three years. An offi cial bond for constable, collector, oyerseerof the poor, etc., must be filed in the county clerk's office. Any person with authority to administer an oath or affirmation, may take tho official oath of all township officers, said oaths to be filed with the town ship clerk. Constables under the new law, may be elected to the number equal to the number of just'ees of the peace to which such township is entitled, and their term of office hereafter shall be for three years and shall begin and end on the first day of May, but all the constables now in office shall seryo out the time for which they were elected. Tho powers and duties of township committees are consider ably enlarged, nnd they will have powers somewhat similar to common councils In towns nnd boroughs. It Is intended that all miscellaneous township laws are repealed, as over fourteen pages are used in naming former township laws that are taken off the statute. Governor Roose velt yesterday gave a hearing on tho application for a pardon for Henry Hendricks, who is serving a life sen tence in Auburn prison for tho killing of his wife, whom he shot to death becauso of his mad infatuation for another woman. Hendricks, who Is CO years old, has served 22 years 01 his sentence. The governor denied the application. Ho said that to imposo a life sentence upon a man of Hcndrlcko caliber was a miscarriage of justice by pardoning the wife murderer. On the trial tho Jury stood 11 to 1 for conviction for murder in the first de gree, but, tho odd man remaining firm in his position, a compromise was af fected whereby Hendricks received a life sentence. From the remarks made by the gov ernor wlfo murderers, wife beaters and those who cruelly treat children and dumb animals will receive no mercy at his hands upon applications for pardons or commutation of sen tences. Tho governor is a strong ad vocate of the establishment of a whip ping post for such as these, and says If such a bill Is Introduced In the next legislature he will sign it. Tho body of Annie Sakariasen, a Swedish woman, of Brooklyn, was found in the East river off Barnettos Point yesterday, and three-quarters of a mile away the pollco found tho body of her 5-year-old son, neatly dressed. S., May 5. Tho Citadel, tho largest fort in Halifax, has boen condemned by the military authorities. The great Citadel, constructed at a height of 253 feet above the level of the sea. is practically useless as a fort, and will be utilized hereafter principally for barrack purposes. The old cannon have boon dumped and re placed by a few Maxims. The Citadel was looked upon as tho Dunkirk of America. It was constructed at an enormous cost.
