The stlrrlns events of Wednesday were succeeded yesterday with rapidity by others of equal Im portance, culminating In the afternoon In orders for the departure of the North Atlantic squadron for Havana, This practically Is an act of war. so that the war between this countrv and Spain may fairly be said to date from April 21, 188S. Two minutes after the opening of the state department yesterday morning came word from Minister Woodford that the Spanish government having anticipated and prevented his Inten tion to present the president's ultima tum, he had asked for his passports. The administration Issued a statement that it regarded the action of the Span ish government as rendering unneces sary further diplomatic action on tho part of the United States, and further stating that It regarded the course adopted by Spain us one placing upon that country the responsibility for tho breach of friendly relations. Mr. Woodford's telegram resulted In the calling of a special cabinet meeting to arrange and outline a plan of cam paign or rattier to determine how to begin the execution of the plan ot campaign already prepared by the strategic boards of the army and navy departments. The Immediate result was the older for the North Atlantic squadron to begin the blockade of Ha vana. How much further thnn this tha cabinet progressed In Its deliberations It Is not possible to say, for the ob vious reason that the time has now come where the interests of the gov ernment require that the movements of ships and troops should be guarded with tho greatest care from undue publication, in order to prevent the enemy from taking advantage of tha Information. The North Atlantic squadron, under Captain Sampson's command, makes a splendid array of line vessels, compris ing battleships such as the Iowa and Indiana, monltnis like the Puritan. Terror and Amphltrite, armored cruls ers like the New York, Ilagshlp, pro tected cruisers such as the Cincinnati, Murbleheud and Montgomery; gun boats like the Vlcksburg, Wilmington and Annapolis; regular torpedo boats, as the Krlcsson, Cushing, Wlnslow and the like, and not to speak of the large number of fast yachts and other ves sels that have been added to the fleet by purchase. This force Is quite com petent to blockade all the ports of Cuba, or at least all of the ports con necting by rail witli Havana, and so likely to lie used to supply that place. In the event of siege, with food and munitions ot war. This statement is to be taken with the understandinc that it does not contemplate the coming to Cuban waters of the Spanish fleet. In such case, however, the probable policy would be to abandon the block ade and endeavor to force the Spanish fleet to battle. News came to the department yes terday that tends to confirm the news paper reports that the formidable Span ish naval forces at St. Vincent, Cape de Verde Island, had sailed Wednesday night for an unknown destination. Naval experts say that, leaving out of consideration the question of the relative strength of personnel, the Spnnlsh force Is nt least equal and probably superior In some respects to Commodore Schley'B fleet. It Is not believed bv nny of the naval olllcers that the Spanish fleet will undertake to cross the Atlantic and attack Com modore Schley on his own base, but It would seem to be equally Impracti cable for the commodore to take his Hying squadron across to attack the Spanlaids unless he Is reinforced. The threat of the Spanish newspa pers to give us a surprise In the shape of a naval visitation does not cause any particular uneasiness at the navy department, and although nothing positive Is known as to the destination of the Spanish squadron, it is sur mlsed that It has started on Its return to Spain, 1,1100 miles distant from Cape Verde, thus Indicating a purpose to await an engagement In their own waters. It Is likely that In this event the first port made will be the Canary Islands, distant about 825 miles from St. Vincent, and a Spanish possession, partially fortllled and a fair base. It Is not believed that the Spanish naval commander would be foolish enough to run the risk of taking his torpedo boat flotilla across the At lantlc in the attempt to defend either Porto Hico or Havana. It Is about 2,500 miles from Cape Verde to Porto Rico, and In the present stormy season on the North Atlantic the torpedo flotilla would have nil It could do to keep afloat, and would be exiosed to destruction nt the hands of the small est swift cruiser sent to Intercept it. Naval olllcials refuse most positively to say whether they intend to force an Issuo by sending supplies to the re concentrados in Cuba on a merchant ship convoyed by a man-of-war. It is known that this plan has been under consideration, but a suggestion has been made that the Spaniards might avoid the Issue entirely by permitting the merchant ship to land the stores without molestation and then right afterwards seize the stores for their own use. Tho news of the actual beginning of war was received with gravity at the departments, and there were many speculations as to the destination of the Spanish squadron. One suggestion was that it Is heading to cut off the fine battleship Oregon, now on Its way from tho Pacific coast around to join Captain Sampson's command. There is also some fear that the Oregon may be taken at unfnlr advantage, without knowledge of the existence of war, by the Spanish destroyer Temmerlre, now lying at Buenos Ayres. Possibly, with a view of avoiding a conflict In the Straits of Magellan, where she would be at a disadvantage, the Oregon has been ordeied to go around Cape Horn Relative to the news that comes from Chicago that the three revenue cutters on the lakes cannot be availed of for naval purposes, It Is said at the navy department that the department had some time ago abandoned the Idea of using these craft owing to the dif ficulty In getting them out to the At lantlc coast. It was, however, decided that an International obstacle had been encountered In the shape of a notice from the Canadian government that the pnssage of the ships would not be permitted. Walthall, of Mississippi, died In his apartments at the Cairo last evening. His death was not unexpect ed, the end huvlng been foreseen for several days. Senator Walthall's Ill ness dated from January last, when he contracted a cold. In February he suf fered from an attack of bullous fever, and from this he never fully recovered. LATE SENATOR WALTHALL. His last address In the senate was made on April 7, when he delivered a eulogy on his colleague, Senator George, In spite of protests of his phy sician. The following Saturday he was confined to his bed with a severe at tack of typhoid pneumonia, which yes terday resulted fatally. Edward C. Walthall was born In Richmond, Va., In 1831. He served In the Confederate army during the civil war, rising to the rank of major gen eral, His profession was the law.
