The 5ttlinent of the Tariff Question Is Having lis KITct un IWturnluK I'ropir Ity, Tliuugli 1'rlort Are Totaling; llotru ward Fnlluret Still Few ami Small. NKW YoilK, Sept. 1. It. O. Dun &Co.'s weekly review of trade sajs: The activity which came with exhausted stocks and the pressure of delayed fall demands, and was Increased by the removal of doubt about the tariff, ban continued with heavy entries of foreign goods since tho bill be' came a law. The gain is not yet what has been expected, and business, If gooi ,n comparison with last year, Is still poor In comparison with years preceding. Pre sumably there has not been time to feel the full effects of tho change, and a grad ual gain will be more healthy and encour aging than a spasmodic rise, but the ex pansion of commercial loans has suddenly ceased, prices of manufactured products show weakness rather than strength, and thero has been a reaction In the Btock market prices of railway stocks averag ing 82 ceutsandot trust stocks of 3.11 per share lower than a week ago. Wheat moves largely, and western re ceipts were 6,T62,77T bushels for the week, against 2.923,001 last year, and for Aug. 2S, DOO.OOO.bushels, against 16,600,000 last year, which does not fit short crop predic tions. Fears of frost, the crop being late, are argued as a reason for quotations otherwise unwarranted. Cotton has de clined on eighth for the week, but the year closes with every Indication of a yield materially exceeding the world's maximum consumption of American, and with 1,600,000 bales of old cotton In sight. If all the mills were running full force the situation would not promise much. the demand for produots of Iron and steel Has increased, but prices tend down ward wbere auy change appears, as there is not enough business yet to employ the works in operation. failures are still few and small. For the third week of August the reported liabilities were $2,976,518, but for three weeks only W.214,470, of which 12,845,333 were of manufacturing and (3,884,414 of trading concerns. The average is only til, 621 per firm falling. The failures this week hare been 188 in the United States, against 350 for the same week last year, and 40 in Lanada, against 29 last year. llradstreets' review says: At all but a lew of the cities from which special tele grams are received favorable influences are shown to have been at work, result lng in still further Improvement in the business situation since the settlement of the tariff question. At liostou a fair fall business Is doing In dry goods, firmness characterizing cot ton fabrics prices, owing to the New Bed ford and Fall River strikes. The free wool clause of the new tariff resulted In heavy withdrawals of that staple and re newed activity among manufacturers, Next most conspicuous withdrawals from bond ure dry goods, crockery and glass ware. At Philadelphia, as at New York, sugar is advancing on speculative de mand, audit Is declared grocers will carry heavier stocks. New England woolen mills ore now re porting reorders forheavy woolens. Prints and dress woolens are selling freely, and there has been and, is an increased de mand for funds at larger eastern centers. not only for withdrawn! of goods from bond, but to meet increased otTerines of commercial paper. All western centers covered, except Cin cinnati, Cleveland, Detroit, and Omaha, report distinct gains in the volumo of business this week. Tho relatively favor able condition of trade in the region trib utary to the three larger Minnesota cities during August is based on a better wheat crop thau predicted and practical deple tion ot country storekeepers' stocks. At the muth Atlanta and Birmingham alone do not report a large volume of business, but tho character of cotton shipments In the near future will determine the vol ume of purchases. It is noteworthy that the financial condition of Texas mer chants is said to be better than for years. A Gang of Ilarglars Captured. EASION, Pa., Sept. 1. A terrllilr 'catastrophe befell this thriving town ves terdny, and today there Is mourning in many households. Tho calamity was en tlrcly unexpected. The treacherous Le ona river, swollen to a raging torrent hy (recent mius, rushed without a moment's warning down upon the town, submerg ing and wrecking many houses nnd drowning a number of people. In this arid section such destruction by the ele ments has never before been chronicled. It Is not definitely known how many have been drowned. Among the bodies that ihave been Identified are: Mrs. Joseph llntch, Miss Mottle Edwards, a child of Mr. Maley nnd two Mexicans. v It was about 3 o'clock In the morning vheu the flood came. Just as the storm ibroke over the city a torrent of water ushed down the Leoua river, overflowing the banks of that stream and flooding the lowlands on either side to a depth of sev eral feet. Tim east side of the city Is built Ion low land, and was directly in the path of tnls water. All the houses In this part of the town were submerged, and in the darkness and throughout the downpour lof rain could be heard the cries of dis tress from the 111 fated inhabitants in 'their wild efforts to Bave themselves, and those of their families and loved ones. There were a number of miraculous es capes, nud the rescuers and the rescued performed many heroic acts. As soon as those in the higher part of the town were made aware of the terrible flood and dire consequences tho work ot rescuing began and was carried out as rapidly as possi ble tn the darkness of the night. Ureat apprehension Is felt for the fami lies living on the ditch south of here, where from seventy-five to a hundred families live, and as the lnnd lies fifteen feet lower than here. It Is feared they have been destroyed. One Mexican fam ily living on the ranch of Schwartz, five miles below town, are undoubtedly lost, no vestige of the ruuch being left. News has just reached here that three families living below town were drowned. The names have not yet been learned. An earthquake shock of some seconds' duration was distinctly felt during the night. At one plnce near the city about a quarter of a mile of heavy cracks ap peared on each slue oi the Ltona river. having apparently no bottom. A track walker of tho boutheru Pacific, after wading through water up to his neck, with his lantern elevated above his head, succeeded in feeling his way far enough east to Intercept n west bound train and prevent its plunging Into the raging river where the railroad bridge had been destroyed. Tho loss to the southern Pacific com pany is enormous, forty miles of trnck and many bridges having been washed away. Over 10O carloads of material and w laborers left fcan Antonio for thu scene 'of tho wreckage last evening. Thu dam age to the Southern Pacific extends east ward about seventy-uvu miles from this city. iV rough estimate of the loss to prop erty in general aud the railroad company will, as far as known, reach (1,500,000.
