A Pomilblllty Tlmt the TarllT Confroncn Iteport Will Call for Alteration In Soma fihap No Sottted Program for th Iloute. Wasiiinotos, July 10. The only posl tlve Indication for the week In the sennta la that the consideration ot the appropria tion bills will be oontlnued. There Is a probability that a day or two will bo given to the Chinese treaty, and a possi bility that the tariff conference report will call for attention In some shnpo. The taking up of the treaty will depend upon whether the managers of the appropria tion bills will consent to yield the time for it, and the further consideration ot the tariff question will depend upon whether the conferees shall make their report, and incidentally upon the charac ter of the report when made. Senator Gray, representing the adminis tration, Is very anxious to have the treaty disposed of, and ho has expressed the opin ion that it will be possible to get it up to morrow or Wednesday. When considered it probably will consume an entire day, If not more time, in executive session. Sec retary Grosham does not conceal the con cern he feels with regard to the treaty, and he has been reinforced during the past week in his efforts to secure early uud favorable consideration by the pres ence and arguments of Minister Denby, who has visited the senate on two or three different occasions in that behalf. When the senate adjourned Saturday the executive and judicial appropriation bill was under consideration. It is ex pected that when it shall bo disposed of, as it Is thought that it will ba to-day, the Indian appropriation bill will bo taken Up, and with that out of the way the agricultural, District of Columbia, sundry oivil and general deficiency bills will be considered probably in the order named. Thcso will complete the list. It Is probable that there will bo moro or less debate on all of these bills, but if other questions nro not allowed to Interfere all probably can bo disposed of daring the week. Senate bill authorizing tho con struction ot a bridge across the Monougn hela river near Ilello Vernon, Pa., was passed by tho senate Saturday. There is no settled program for the weeek In the house. Everything will be subject to displacement in favor of tho conference report on the tariff bill, when one is agreed upon. The house managers in case a report is made this week are not disposed to allow too much time to bs consumed by debate, especially if a disa greement Is reported ou the vital differ ences between tho two houses. ThoUgh the time will be limited it is tho detdre ot the house managers to give sufficient op portunity for the leading house members to place their positions squarely beferethe country. The absence of Speaker Crisp, who Is expected tomorrow unless the con dition of his sou does not improve, makes thebnslness of the house ponding the re port from the conference problematical. Today is suspension day and tomorrow will probably bo given to the committee on judiciary. Further than this, how ever, no program has been mapped out. Notr Plan for Taxing Whisky. Washinqtox, July 10. The tariff con ferees have had suggested to them a plan for taxing whisky one of the largest rev enue producers which has not heretofore been considered in either the hmi-u 'r senate bills. It was propused i one of senators of the conference and ti.i senti ment toward it within the comuittee i quite favorable. The plan couwmplutrs sliding scale, the minimum tux beiui; ? 1 per gallon ou whisky taken out of bond at the end of five years, and advancing five cents per gallon for each year in bond be yond five years and not exceeding olght years. On this basis the tax would bo: Five years, $1: six years, $1.03; seven, $1.10; eight years, $1.15. YlCllant's Alterations. London, July 10. A Review of ttie Condition of t,bnr, Quot. Ins; from Ntntltlc to Slinw th Amount of Wict l-ii lil In Acrlclllturnlnnil lltliel Xnilngtrlrs. Nkw York. July 10. A consular report on the trado of Pennsylvania, Indiana, Ohio and Michigan, made by It. C. Cllp pcrton, Drltlsh consul nt Philadelphia, has been Issued by the Uritish foreign of fice. The report mentions the business depression that prevailed over tho United States In 1693-3, and say the exnet cause of this would be difficult to determine. A cradual revival of business Is now, how ever, bolnR realized. The report then poes qn to review tho condition of labor, quotltu? from statistics to show the amount of wni?es paid in the agricultural and other industries of tho states in the consulnr district. Tho shlpplmr trado of Philadelphia i then treated nt length, the report showing that in 1S03 092 Vessels ((',74 of which were Urillih) of a total of l,:t23,18J tons, en tered the port, analnt 9HS vessels (8!'.4 ISritisb) of a total tonnage of t,SO0,5HK, In 18BS. The total number of lives lost at ten nil Philadelphia vesels during the ..., i .., ', . ,p.i ..., . ..i., i ""v ""'. property destroyed at l,377,5fitt The report then treats of the hlp build Inn iuduntry of I'hiladelphla, particularly In connect ion with the new American navy. It av amouK other thing: Con siderable additions are being made tr what a few years atro became a prac tically obsolete navy; and. although faults of construction, top heaviness, weakness of armor plates and such liko are occa sionally rumored to exist In the new ships, the very fact of ther construction means progress. This is evident when It is regarded that in l&KS, when the first aval contract wns signed, there was not In tho United States a single mill that had ever made plates and shapes of such. quality required by tho government's pecillcations, Now, it is claimed, that there nro yards and plants in this country which enn pro- uce, in any quanlty and of the bighost quality, any structure In steel, or iron, 01 brass, or any other metnl, that can be produced anywhere, all of which have been created or developed during tho past seven years. The greatest of these acbive- ments are duo to the enterprise, Invention and skill of I'enusylvaninns, assisted greatly by tho immigration of liritlsh mechanics, especially In Philadelphia and IMttslmrg. Consul Clipperton says ttiat l'hilndel phia has by no means retained Its propor tion of the export trade, and quotes sta tistics to provo his statement. It Is al leged, he adds, that tho grain trade, like many other commercial Interests of Phil adelphia, Is handicapped by tho practical dependence of the city upon a singlo great trunk lino railroad. The bankrupt Head ing system seems not now In n position to successfully coiupeto, and the Haiti- moro and Ohio railroad, which is essen tinlly a grain-carrying rond, is not com petitlve, the centre of its activities being Baltimore. Hy vlrtuo ot geographical po sition, capital and special facilities, Phil adelphia should occupy a leading place, but ovcry Northern Atlantic port control a larger shnro of this business than doe: Philadelphia. It is also alleged that tho ocean freight rates and facilities between Philadelphia and European ports are not so favorable as the existing rates and facilities at New York and Baltimore; nnd it is like wise said that certain terminal charges are exacted in Philadelphia which aro not exacted from the grain merchants of New York, and which are apparently only em ployed at Baltimore to assist In conceal ing tho differential rates thero offered. The total value of imported foreign goods at Philadelphia in 1893 was Mfl,8(XJ,8Slt against $18,702,980 in 1892. The exports from Philadelphia In 1892 amounted to 12,034,085 pounds, nu increase of 8,485,000 pounds over those of 1891. The report treats nt length of the coal, petroleum, tin plate, Iron and steel, and textile industries, and then speaks of the strikes that have occurred in the pnst two years, giving in detail the Incidents of tho great Homestead strike. Banks, trusts and railways and their relations to other businesses are consid ered.
