Jt llxtiliiU for Six Mulitln tlm Time A1 lnwril the Olmtlnls to llrglatnr, nml Tllnan Now Sulijfct to Deportation lluit he Deported W'AHHINOTON. Oct. 17. The hill extend ing for six months the time within which Chinaae may be allowed to register under the operations of the Geary law was passed In the house, with little or no opposition. This was due to some extent to the fact that the amendment deflniiiK Chinese merchants was agreed to almost unani mously. There was no attempt made to procure the yeas and nays, and the oppo nents of the measure allowed it to go through by dofault. The final vote stood 178 to 1. The Cox hill for the better con trol of national banks was then taken up, and after remarks by Mr. Cox and Mr. Cannon the bousn, without disposing of the measure, adjourned. The McCreary Chliieae bill as it passed the house contains but two sections. Tho first Is a repetition of seotiou 1 of the ex isting exclusion act, except that ltextends until six months after the enactment tho time allowed Chinese to register. It also amends the provision as to witnesses to certificates so as to remove the Inadver tent discrimination lnado against colored porsons. Under the bill any credlhlo per son, other than Chinese, can be a witness. The section has an addition in the Bhapeof a paragraph dedninga merchant as apcrson buying and selling in Ids own name at a llxcd place of business, and performing no other manual labor than is liicidont to his business, Returning Chinese merchants are required to prove by two witnesses that they conducted business for at least a year, without other manual labor, before leaving the United States. Chinese under order of deportation aro to be kept in tho custody of a United States marshal, and are not subject to hall. Certificates mart contain photographs of their owners. Chinese oonvicted of felony may not regis ter, and such Chinese now subject to de portation shall be deported. The second section defines laborers to bo persons en- natred In both skilled and unskilled man ual labor, such as mining, fishing, huck stering, peddling laundering and curing fish. The proceedings of the senate were in teresting. They opened with action on a houso joint resolution fixing tho qualifica tions to voto and to Iioldofilco in the Chero kee outlet, Oklahoma Territory, at tho first municipal elections. The joint, reso lution was passed, after an unsuccessful attempt by the Populist senator from Kansas (Mr. Poller) to engraft women suf frage upon It. Tho attempt was sustained by onjy nino senators. Tho Union Pacillo receivership led to the introduction of a bill by Mr. Morgan for tho control of tho Union and Central Paclflo railroads until their debts to the government are fully paid up or secured. Most of tho two hours a&signed by the .rules to morning business was taken up in debates upon Mr. I.odgo's resolutions to amend the rules. They propose to prohibit tho read ing of prepared specchos; require tho counting of senators who are present and refuse to voto for the purpose of making a quorum, and propose an arrangement similar to that now existing In tho house, under which (through a report from tho committee on rules) debate may bo stopped ond a vote taken. The Lodge resolutions went over and tho repeal bill waa taken up. Mr. Jonoa (Nov.) occupied three hours, hut did not finish his speech, and Mr. PelTor (Kan.) went on with the" speech which he began last Friday. The senate got into a chflous parliamen tary tangle just at nightfall. During tho course of tho proceedings, at a point when a quorum was temporarily absent, Mr. Voorhees moved that thesergeant-at-arms be directed to secuie the attendance of tho absentees. Soon afterwards a few strag lers oameinto tho chamber, and m ado up a quorum to answer a call ot the senate. Mr. Voorhees wished to withdraw his motion, but Mr. Dubois refused his assent. There was nothing to do but call the yeas and nays, and the pairs were so numerous that a voting quorum could not bo obtained. As soon as the vote was announced on tho yeas and nays, under the rules, another call wos in order to develop tho presence of a quorum. The quorum answering to the call, again the motion recurred on Mr, Voorhees' original proposition, and so It went on, changing from tho yeas and nays to the call of the senate. This continued until 10 o'clock, whon a motion to adjourn was carried. A Point for the It ace Track Men. IIahwat, N. J., Oct. 1".
