The makiugof roads Is stopped, factor ies are closed aud houses aud ships are no longer being built. Factory hands, road-makers, carpenters, brick layers aud laborers, are idle, paralysis la rapidly embracing every pursuit in the country. The cause of ull this stoppage of circulation Is to be found In the steady outllow of gold to pay foreign laborers for the cloth, the shoes, the irou aud the other things that could be produced by American labor, but which cannot be so pro duced under our present revenue sys tem. If it be not stopped (the Demo cratic revenue only tar I (I system) wo shall see tens or thousands or men everywhere crying: 'Give me work; only give mo work; name your own terms my wife aud my chlldreu havo nothing to eat.1 Tho above is a true picture of Demo cratic revenue tarilf times. HOME INDUSTRY. As the publio of Shenandoah knows well the Hekald has objected to the pHblio water works scheme from the start for reasons which have been stated so often that it is not ucc jBsary to enumerate them here, but now that a mnjorlty of the Borough Council has awarded the contract for the works and the contrnct is condi tional that in caso the special election Is declared illegal, or that the works should be permanently enjoined for uny other reason, the borough should not be held liable by the contractors for breach of contract, wo must bow to the inevitable. We still agree with Solicitor I'omeroy in the oplulon that it would have been better not to award any contract until tho litigations had betJH disposed of, but we are satisfied that the contract which the borough Is to have placed in writing is the best could be made under the circumstan ces and Messrs. Quinu and Kerns are the parties that should have received the contract. It Is true that the bid of these; gentlemen was the highest, but the dlllerence between them and the lowest bidder was not snlll cieutto warrant Council in overlook ing tho probable expense that would be entailed In causing searches to be be made at distant points into the standing of sureties if tho contract had been given to parties outside of the county, and the expense Council would be put to in euforclng its rights if there was a breach of contract by outside parties. Messrs. Quluu and Kerns, so far as wo hiive been able to learn, are competent and responsible business men of Pottsvllle. They are right homo with u and If they fall to toe th'e scratch their security will be within easy reach. A special from Canldon, Ala., says: Moses Johnson, aged 17; James Packer, aged 19; Dave Martin, aged 18, and Will Lewis, aged 19, all negroes, who were nrrostod for the murder of Richard II. Johnson and daughter, in Monroe county, last Friday night, confessed, and yesterday a posse of citizens started with them to the scone of tho crime. Last night, hearing of their coming, a mob of excitod people, white and black, collocted, met tho posse in the woods and overpowered them. Tho report says the murderers were Vint and their bodies burned uy vue moo. They wero tied to trees, blindfolded and riddled with pullets, m ineir coniession the murderers said the crime was com mitted for the purpose ot robbery and rnnft. Johnson, the victim, was called to the irnt and his head split open with an axe. Ills daughter was then outraged mid murdered. lloth bodlM wero cre mated in the house.
