GZAR LAMB EXCLUDES REPORTERS For Somo Unknown Reason it Was Not Desired That a Publio Record of the Proceedings Should be Made. HE jo'nt committee .nd representatives of tho Shenandoah Wit ter & Gas Company met in joint session in tho Counicl chamber last night. The joint committee membori ' present were J. F. Higgins, HcGuire, Wurm, Gable, Stout, Betteridge, Lamb, Franoy, Scheifly, Will, iam Kimmel, Wragg, J. H. Pomeroy and Coakley. The water company representa tives were T. R. Beddall, S. D. IlesB. John R, Jones, M. Monaghan, E. J. Wneley, Charles Bowman, D. O. Running, Lewis Grant and George Roads, of Pottsvllle, and John Grant. Cz-tr Lamb presided and opened the ball by announcing that the joint committee did not wish to have any newspapor re porters present, whereupon tho Herald reporter withdrew. Later in the evening tour members of the joint committee stated that they did not countenance star chamber proceedings and that they had made no objection to the presence of re porters at the meeting. According to the information gleanod by a Hkrald reporter after the meeting there were somo spirited arguments on both sides csto the value of the water company's plant. Some members of tho joint com mittee compared, tho cost of some horses and cows with others, but the water.com pany representatives arguod that it was not a, question of the value of horses and cows, but of water works. Gable said that the dams are in danger of destruction by mine workings and that there are cracks that already indicate this, Ono of the water company retorted that if such is the case ho could not see why tho borough should be willing to give anything for the plant, The joint committee then wanted to know what proposition tho water company had to make. Tho answer was that tho company expected a proposition from tho borough, that the company had already made an alternative proposition to sell out for S125.000, or give the borough water for firo purposes free of charge and cancel all indebtedness. The committee wanted to know if tho company could not put a lower figure on tho plant and the representatives answered that it could not change its oflor without having another full meeting of the com pany's directors to consider the matter. Bore the conference practically ended and the water company people then with drew. Czar Lamb then called the joint com mittee to order and the water question was again discussed. Four members submitted figures on their ostimate of value of tho water company's plant. They were Gable, $00,000 : Stout, 875.000; McGuiro, f80,000 ; Scheifly,, fOO.000. A motion was made that the secretary write to the water company offering $75,000 for its plant., Scheifly wanted the motion amended to make the price $90,000 on con dition that the water company cancel all its claim) againEt the borough, The motion to offer $75,000 was finally carried. , The water company is to roply within six days. After the commilteo considers It the reply will be submitted to tho Borough Council. Married. Davis, of Frackvillo, has been mado brakeman of tho train, "The Modocs," the representative Demo, cratic organization of the First ward, will reorganize for the campaign in a few days. The old by-laws are to be amended to provide for a glass fund, which will be reserved for repairing windows that may bo wrecked by the shocks their cannon causes when discharged. Mean while, a wrecking crew put tho freight engine back on tho rails.
