The result of the election to Increase the borough debt has re-opened dis cussion as to the advisability of the borough going ahead and establishing public water works, or purchasing the plant of the old water company. The total vote polled was small, the majority in favor of the increase was correspondingly small, and one ward gave a majority against the proposi tion. Some people believe that had the vote been a full one the proposition would have been beaten. But how ever this may be, it is an open secret that many who voted for the increase did so "to bring the old water com pany to terms." In other words, to place the company in a position wheie it would be obliged to either sell out on the borough's terms, or go out of the water business. That the water company has not been placed in such a position must be evident to any business man and it would seem that the first and most sensible step for the borough to take would be to have arbitrators oppolnted and let a fair price be fixed for the company's plant. The Herald is as confident now as it was before the election that the borough cannot establish the plant it proposed for J95.000, and it is still at the opinion that the wisest move for Council is to either buy out the old company or make arrangements for free water service for the lire plugs. There is no occasion for any loyal Republican to think there is any issue within the ranks of his party. The only existing issues He between that party and the Democrats. At Mlune apolis there was no diflerence of opinion as to the platform of the Republican party, nor as to stand upon any issue in the campaign now drawing near. The only diflerence of opinion hinged upon the best and safest leader for the main battle and when Mr. Harrison won on tho issue he became the candidate of all the Republicans. The President's Re publlcanlsm was never questioned before or during the campaign at Minneapolis, nor was there at any time a doubt as to sincerity and earn estness lu support of the Republican party's principles. No Republican can withhold his support from Hard son in this campaign without stultify ing himself. The Republican party huowb an unbroken front. Never In the whole history of the party has there been bo much harmony. Harrison and Reld is the ticket that has a winning sound The Borough Council Is now paying at the rate of $1,104 for its electric lights, or $103 for each light per year. The town of Frankfort, Indiana, is furnished with a good electric light system at a cost per annum of $70 for each arc light. Shenandoah can get the light for the same figure, or less, for it has the advauteges of a better location and cheaper fuel than tbe western town spoken of. The vear's record of destruction of life and property by floods and storms will be a long one. Chicago and some other towns In Illinois were visited on Monday by severe storms and torna does, and a large amount of damage was done. In Chicago seven or more persons were killed, and Galesburg In particular suflered severely. Disasters of this kind have not been confined to any particular section of the country. Man has subdued nature in many re spects, but effective means of warding of! destruction from winds and rains remain to be discovered. It is reported that since the borough hus voted to have Us own water works J. J. Franey and others have decided to establish a brewery here. It was not necessary for the borough to expend ?95,090 for Mr. Prauey's beuellt. C. D. Kaler established a brewery in Mahanoy City and that town does not own water works. The light vote polled on the water question should convince our people that the wards are altogether too large for u proper ballot under tue Baker law. There were hundreds of people who were unable to get their ballots In in time, and such an ob stacle to the exercise of the right of builrage will certainly lead to serious controversies. The Hill delegates say they will vote for Hill until hell freezes over, and then they will come out on the ice and still vote for him. If there were any factions in tho Republican party before the Minne apolis convention there are none to day. The next Congress will be Repub lican unless all signs fail, and to help to make this majority Hon. C. N. Brumm should be elected. Yes, Messrs. Democrats, tho ticket means fight. Few persons know the trouble in raising tobacco, and that work never censes from the time Ite seed is sown un til the smoker or chower disposes of tho leaf. Tho seed is about tho sizo of that of mustard, and Is raised In what Is known as a plant patch. To prcparo this a small piece of wet land In a piuco of woods Is selected and cleared up, and hugo piles of wood and brush aro placed thereon and burned, in the early spring1. This is to kill tho grass roots and loosen up the soil. The ground is then carefully raked and prepared for tho seed, which, when sown, is covered with brush to protect tho loose, dry soli and light seed from blowing away, nnd from birds, etc. A seed patch of one-half ncro will plant any ordinary planter's crop for tbe year. The ground Is next prepared in tho field for transplanting tho plant, and when tho season nrrives, hills about three feet apart nvo made, and tho planter then awaits a rain to sot out his plants. As soon as ho finishes the last of his field, the little plant has begun to suffer from that pest of tobacco-growers, the worm. Then ho begins to hoa and plow and "worm" all at tho same time, and as fast as he gets through his field at one end he goes back where ho started and has to go row by row nnd turn up each leaf nnd pick off tho worm, which will in a night's time eat tho leaves sometimes of the entire plant. Somo of tho old planters in Virginia tacd to raise large flocks of turkeys, which would bo taken Into tho field as soon as half to two-thirds grown and driven through it to eat the worms. After a few days they would as soon as put Into a field of tobacco seem to know just what was wanted, and scatter out, taking row for row, and quietly walk under a largo plant, look up, and as carefully take tho worms off as a trained hand could. This worm usually hangs on tho under side of tho leaf. The turkeys, after eating tho small worms, kill tho lnrger ones, dropping them into the rows, and will do so for an hour or so at n time, both morning and evening. They are taken out of tho field when found lagging or tired and kept penned in the shade until the cool of the afternoon, when they aro again allowed to walk back through the dif ferent portion of tho field, thus greatly assisting in one of tho most tiresome and tedious parts of raising this valu able crop. hen the tobacco plant is ripe, that fact is settled by pressing the leaves to gether. If they snap and the leaves split it is ready to cut A field seldom all ripens at ono time, and it has to be cut in sections. As fast as a plant ripens the field has to be gono over and tho ripe plants cut From the very moment a plant becomes ripe it begins to lose in weight When cut it Is car ried to a barn and fired a couple of days to euro it Then it has to bo taken down, packed In bulk nnd stripped of Its largo stalks, then bundled and handled. Tho oftener handled with a little greaso used on the hands as leaves aro passed through them tho better the color. From this point it is packed In hogsheads and shipped to the commission merchant who sells to manufacturers, and sweated, handled nnd moistened until made Into cigars, repacked into boxes and sold through retailers.
