| the people of every state in which
the sale of liquor is licensed. The
hill to which Governor Fort attached
his signature last week was supposed
to have licen buried out of si«ht
when, immediately after its intro
duction dy Senator llillery, it wns
referred to the cominitte <m com
merce and navigation, but it was
resurrected no one seems to know
just how, passed both houses during
the closing hours of the session, and.
received thg governor's approval on
Tuesday.
The act provides that the board'of
chosen freeholders or other govern
ing body of every municipalitiy,
shall appoint three reputable citizens
to constitute a board of protectors
whose duty it shall be to determine
who shall lie prevented from buying
liquor in licensed drinking places.
It is the duty of the board ot pro
tectors to investigate conditions a
to drunkenness in the municipality
and then to mail to all licensed
liquor dealers a notice to desist from
selling liquor to any resident 01
frequenter of the municipality win
is a drunkard or near drunkard, af
ter warning by the board of protect
ors, is subject to a penalty of£oo for
the first offense, §IOO for the second
offense, and S2OO and the forfeiture
of his license for the third oflense.
The sale of liquor to habitual
drunkards has long been a breach of
the law in most states, but tin
establishment of a Hoard of Protect
ors wi*i authority to decide who
are' or are likely to become habitual
drunkards is new and i liportant.

Cost of Oiling Roads.
A recently published report of the
Boston park commission is interesting
In IOOG twelve miles of road wore
treated with oil to keep down th"
dust, and the result was so satisfac
tory that in l!i07 the whole extent of
more than forty miles was treated in
this way. Mr. Putnam, the engineer,
has carefully calculated the cost, and
he says that the annual cost of sprin
kling a thirty foot roadway was sisti
a mile, whereas the cost of oiling the
same roadway thirty feet wide was
$375 In addition to laying the dust,
the asphaltum In the oil had a binding
effect on the surface of the road and
very materially lessened the cost fnr
repairs. The oil Is put on In an einul
sion in which fifteen pounds of soap
dissolved In fifty gallons of water are
mixed with a hundred gallons of crude
oil, the whole being agitated to the
proper point of emulsion, and then 130'
gallons df this are mixed with 400 gal
lons of wafer aud sprinkled on the
roads. The plan has given the very
best satisfaction in Poston and might
lie tried elsewhere with corresponding
ly satisfactory results.
A Move For Good Roads.
Nearly 1.000.000 voters of Pennsyl
vania have signed petitions asking the |
state legislature to start the movement
which In 1013 will give a bond issue of
$">0,000,000 for building good roads
The sum of $5,000,000 will be asked
for to begin immediate work
