The act provides that the board'of chosen freeholders or other govern ing body of every municipalitiy, shall appoint three reputable citizens to constitute a board of protectors whose duty it shall be to determine who shall lie prevented from buying liquor in licensed drinking places. Problems For Which the Serious Mind ed Aro Needed to Solve. There is nothing that women canuol do, but the work must be planned with a thoroughness that precludes failure and done with a modesty which is the Inherent charm of the superior sex, says the Woman's Home Companion. As I said, every community has its own problem. Most of these originate outside of the home. Pure water, pure food, pure air. clean streets, sanitary schools and tenements, district nurs • the education of the ignorant in Cost of Oiling Roads. A recently published report of the Boston park commission is interesting In IOOG twelve miles of road wore treated with oil to keep down th" dust, and the result was so satisfac tory that in l!i07 the whole extent of more than forty miles was treated in this way. Mr. Putnam, the engineer, has carefully calculated the cost, and he says that the annual cost of sprin kling a thirty foot roadway was sisti a mile, whereas the cost of oiling the same roadway thirty feet wide was $375 In addition to laying the dust, the asphaltum In the oil had a binding effect on the surface of the road and very materially lessened the cost fnr repairs. The oil Is put on In an einul sion in which fifteen pounds of soap dissolved In fifty gallons of water are mixed with a hundred gallons of crude oil, the whole being agitated to the proper point of emulsion, and then 130' gallons df this are mixed with 400 gal lons of wafer aud sprinkled on the roads. The plan has given the very best satisfaction in Poston and might lie tried elsewhere with corresponding ly satisfactory results. A Move For Good Roads.
