There has been a great deal of mis. understanding concerning the pay and the duties of the rural free carri ers in the rural free delivery mail service. Many bills were introduced and one has been passed by both the senate and the house of representa tives at Washington it contains the l'i(Mowing bearing on the much noted topic: "On and after July first, nineteen hundred and four, letter carriers of the rural free delivery mail service shall receive a salary to exceed sev en hundred and twenty dollars per annum, and no other or further allowance or salary shall be made to saidjjearriers; and 011 and after said date carriers shall not solicit busi ness or recieve orders of any kind tor any person, firm or corporation and shall not during the hours ot em ployment, carry any merchandise for hire; Provided, that said carriers may carry merchandise for hire for ami upon request of patrons residing upon there respective routes whenev er the same shall not interfere with 1 lie proper discbarge of there official duties, and under su< h regulations as the Postmaster-General may pre scribe." The carriers will receive s7*>o. per year. With the passing away of Senator ljuay has gone the tierce hatred with which he was pursued of recent years. The solitary exception is the North American which had a brutal editor ial the Monday after his demise. Of the deceased statesman even those who would say nothing good of him while living now admit that he had many good qualities and was a plucky, manly opponent and a firm friend to those he sought to assist. Living, Senator Quay was the de termined and aggressive leader, a quality which aroused tbe antagon ism of many. In his death politics are forgotten and he is only remem bered as the American who devoted the best years of his life to the ser vice of his country. Politics divides the American peo ple into parties and produces bicker ings and dissensions. But, even tin fiercest of partisans recognize that two parties at least are necessary to maintain the republic, that the lead ers must arise and that numbers mustdevote their lives to politics. The true American never forgets that those of opposite political faith are just as much interested in the suc cess of the country as lie is. There fort' when a leader on either side passes away be is remembered only as a true American and a sincere well wisher of his country.
