In conformity with the law of the Common wealth of Pennsylvania, the Council met at their chambers Monday, April 4th, 1881, at 12 o'clock M. for the purpose of organization. Present—Councilmen Alger, llolcomb, Mc- Cabe, Parsels, and two of the new members. W. G. Gordon and John J. Spalding, who were duly qualified and took their seats. On motion of Mr. llolcomb, W. G. Alger was made temporary chairman, when on mo tion of Mr. McCabe the council took a tecess until 7:30 o'clock p. M. On re-assembling in the evening all the members were present. Edward Frost, the recently elected councilman from the Second Ward, who was absent in the morning*; was qualified and took his scat. Councilman llolcomb moved to proceed to the election of a burgess, that being the first business in order. Councilman Parsels nom inated W. G. Alger for burgess; the motion being seconded and no further nominations made Mr. Alger was unanimously elected to that office. Councilman Rahm nominated Judson llol comb for assistant burgess, who was also unanimously elected. Mr. Rahm nominated Joseph Kingsbury for Secretary and Treasurer for the ensuing year, and there being no further nominations be was unanimously elected. On motion of Mr. Rahm John N. Cailiff was re-elected borough attorney without dis sent. A. Wickham was re-elected collector of the duplicate for 1881. Mr. llolcomb nominated G. V. Myer for borough engineer. Mr. Parsels nominated 11. E. Bull for that office. A vote was taken with the following result: Myer, 5; Bull, 3. The following officers were re-elected to the positions named by a unanimous vote, to wit: Chief of Police, G. A. Burns ; nominated by Mr. Rabin. Night Police, C. W. Dimmock; nominated by Mr. Parsels. Pound-master, John Carter; nominated by Mr. Parsels. Police Justice, John A. Codding; nominat ed by Mr. Rabin. Councilman Rahm offered the following resolution. liesoloed , That the council proceed to elect a street commissioner who shall hold the oflice during the pleasure of the council, at a •alary of $ 1.75 per day when employed, sub ject to the supervision of the street committee or Burgess. Adopted. The council then proceeded to the election Of a street commissioner. Mr. Rahm nominated Benjamin Northrop. Mr. Spalding nominated E. li. Coolbaugh. Mr. Holcomb nominated Robert McKee. The nominations closed, and the vote was taken with the following result. Councilmen Kccler, McCabe. Rahm and Parsels, four, voted for Benjamin Northrop. Councilmen Gordon, Holcomb and Spald ing, three, voted for PL B. Coolbaugh. Councilman Frost declined to vote, when, after some discussion as to the requirements of the regulations in relation to voting, Mr. Frost cast his vote for Robert McKee, where upon Mr. Holcomb moved to make the elec tion of Benjamin Northrop unanimous. Carried. On motion of Councilman Gordon the rate to be paid for street labor was fixed at sl.lO (per day. Report of Police Justice Codding: March 5. —YVm. Henderson, arrested by J. Wells; drunk, costs, $1.70; not paid. March 21.—Frank Crosby, arrested by Brit- Ion; drunk, fine sl, costs $2; paid $3. March 12.—8. O. Tupper, arrested by Ar nold for smoking on the bridge; line $5, costs $2.75; paid $7.75. March 18.—Burton Smith, arrested by Ar nold lor Miiokiug on the bridge; fine $5, costs #7 cents; paid $5.97.
