SANITARY COMMISSION, 1 Fredericksburg, May 18, 1864. 112 MAJOR ANDERSON :— Bear Sir — I suppose by this time you have come to the conclusion, that I have abandoned the Cit izen and gone to Canada; such, however, is not the case. You are aware that I was on business in Pittsburgh when Cap.Brack- j enridgc CJBUC in on bus way "TO the front'' ! as they eipress it here. Sullivan, who speut the evening from six to ten exclusively in our interest, we obtained a pass for Fred ericksburg, and I deem it a privilege thus to acknowledge our obligations to him for his patriotic cnlhusiism. in the good cause. W e arrived at Bell Plain the next eve ning (Thursday) at six, in the midst of a drenching rain, and found shelter for the night in the hold of a Keel Boat in the service of the Sanitary Commission, which by the way is a great institution. My bed consisted of an army blanket, spread over I a few pike poles which I found in the bot i torn of the boat, and here I slept pretty | soundly although it thundered, lightened ; and rainei as I seldom saw it do before. I I woke up at five the next morning to find | that the storm had not yet abated, and as i I walked out to see ''the face of nature" you may imagine my surprise, uhen a vast desert presented itself to my view, and, when I reflected too, that this was within twelve miles of this place, which, judging from present appearances, hasbrcn ! a fine and wealthy city, for its buildings, (including halls, churches, and schools,) are of the finest architecture, and the grounds, although now mostly abandoned, show evidences of taste and cultivation. Fredericksburg was peaceably enjoying | the blessings of Civilization under the ! Jeff. Davis rule until last Sabbath week, I and, when 1 arrived here five days later, the surrounding heights were occupied by our forces, and the whole town was occu pied as a hospital. It is, I suppose the secondcity of the "Old Dominion,"and vet there don't seem to be a dozen of the bona fi<l 1' inhabitants left. After the severe battles which occurred last week and week before, there was, of course, a great many wounded, —they i to the number of at least 20,000 were re- moved to this place. The Government J was,"of course, unable to attend to all their wants, and. had it not been for the efforts j of the Sanitary Commission, many who ; must have died, have been saved, and very much has been done to alleviate the sul | toriiig heroes of our arniy. They are TO BE REDEEMED IK COIN, at the pleasure of the Government, at any pe riod not less than ten nor more than forty year: from their date, and until their redomption FIVE PER CENT. IN TERRBT WILL BE PAID IN COIN, on Bonds of not over one hundred dollars annually and on other Bonds femi-anunally. The interest is payable on the first days of March and September in each year. Subscribers will receive either Rogistered or Coupon Bonds, as they may prefer. Registered Bond* «ro record ed on thebooks of the U. S. Treasurer, andean bo trans- , ferred only on tho owner'a order. Coupon Bonds' are payable to bearer, and are more convonieat for commer- I cial usee.
