Poland h(ld an edge but failed to win the required two thirds maiority in a series of secret ballots in the 82-nation UN General Assembly. More vot ing will take place today. Dri the 12th vote at the opening of the Assembly yesterday atter-1 noon Poland received 46 and Tur-' key 34 votes. Poland fell eight short of the requited 54. Israel. was absent because of the Yom Kippur holiday, and one other, delegation abstained. - At one point during the morn ing Poland came within six votes of victory. At the suggestion of Argen tina the Assembly decided to take' the 13th vote, then delay addi-' tional voting until after dispos-I trig of elections to the economic' and Social Council and other, business. The Assembly quickly elected Ecuador and Ceylong for two year seats on the 11-nation Coun cil, then bumped into the dead-, lock between Turkey and Poland.l Each year the Assembly elects three nonpermanent represen tatives to the Council, the UN's most powerful political body. The United States, Britain, France, the Soviet Union and Nationalist China are perma nent members.
