FAG?, rITTIIT Draft- (Continued from ware one) Until release of this order, de ferments for students in the upper half of their class could be granted at' th e option of indi vidual draft boards. The only na tional regulation existing was that all students receiving notices to report for physicals were to have induction postponed until the end of the academic year. Onc major point still unclear is what will happen to students now attending school under these postponements. Two of the three test dates are after the end of the academic year. No further post ponement procedure has as yet been announced. Testing Service The tests, which will be ad ministered by the Educational Testing service of Princeton, N. J., will be free. Students will, how ever, have to pay their own transportation to testing centers. The ETS has conducted examina tions for the navy, the State de partment, the Atomic Energy commission, West Point, and Annapolis. In addition to graduate stu dents, all students doing satisfac tory work in medicine, dentistry, veterinary medicine, osteopathy, and optometry will be automati cally deferred. Need Technical Knowledge Explaining the order, Hershey said he had recently told congress that the United States cannot compete with the Communist countries on the grounds of man power, and must depend on su perior technical knowledge. "Congress took advantage of this and made .provisions to per mit the deferment of college and university students in such num bers as may be necessary," Her shey said.
