That is the declaration of Stuart A. Courtis, professor of education .at the University of Michigan,, who believes democracy , will not be taught successfully in Ameri can schools until the teachers; themselves gain first-hand knoid edge of the democratic process.. Writing in the School of Educa tion Bulletin, he charges that de mocracy in 'determining pauca 7 tional policies 'and in their per sonal and political conduct has been denied American teachers.
