Mr. Johnston stated that the pre vention of these disasters can best be accomplished by the increase of now the ii s ifficint r u nbt r c f state mine inspectors. During the past year there was but one inspector for every seven and a half millions of tons of coal mined. Other impor tant aids will he more strict regula tion of the firing of shots in the mines, the use of standard grades of powder and oil, and more efficient ventilation. The facts concerning the recent mining disasters show that the ma jority of mining accidents occur on Monday morning or just after a holiday. A miner or laborer who is intoxicated or who is recovering from the effects of a celebration will ignore every law and regulation of both the government and the company. - At the end of his talk Mr. John ston stated that he now has six State men under him, all of whom have "made good," and that he will be glad to employ, from time to time, such men as are needed.
