IL THE FOREIGN NEWS The news by the last steamer presents some points worthy of special regard. Some of the English writers are discussing a project. of uni ting Sweden, Norway anti • Denmark under one empire, and then taking Finland from Russia and adding it to it, and calling it the Scandinavian empire. Such an empire would include nearly . all of the original Scandanavia of the dark ages. This new empire is to be a perpetual harrier against Russian encroachments westward for all time to come, and Oscar, King of Sweden, is to be placed at the head of it if he will immediate ly join the Allies with all the forces of his king dom, and help to win Finland and humble Rus sia. That empire would have about one-tenth the territorial extent of Russia, and about one fifth its population. The bribe is certainly not a very tempting one, and will hardly induce Sweden to undertake a perpetual war with so powerful an adversary as Russia. A war of almost a hundred and fifty years between them resulted in the loss to Sweden of Finland and almost all the islands in the Baltic, and there is no prospect of their ever being permanently re gained. To trust to the perpetual aid of Eng land and France would he madness. The death of Louis Napoleon might at any time result iu an entire change of the policy of Europe, and leave Sweden to contend alone with Russia. She will probably adhere to her policy of neutrality. Then it is supposed that Omer Niche has gain ed an important victory over the Russians in Asia. The particulars are not known, but the Tunes takes it for granted that the Russians are badly handled, and that all Georgia and a part of Circassia are lost to Russia : and thus a per petual barrier interposed between Russia and the British East Indies. Such expectations are idle. Russia never terminated a war with the loss of a province. She has lost no province yet Even the single city of Sebastopol io not set taken. The south side is in possession of the allies: but the Russians still hold the north side, and are fortifying it with all dilitence The Russians have now 175,000 soldiers in the Crimea, and show a. decided disposition to accept battle if offered by the Allies. But the probability is that another winter must b,e passed before another great battle (N. COI , . if so, the neat winter may prove as disastrous as the List to the Allies. Their numbers are far greater than last winter. and they are mit yet one-third provided with Sufi or anything better than tents to protect them against the storms of winter one writer represents the English soldiers as almost con stantly drunk, and nearly all discipline lost. The soldiers receive about twenty-two cents per day in money and spend it all for liquor. Another winter with such a beginning ma} do much for Russia. It is idle to talk about Russia being bumbled, or about having that empire "by the throat." The allies have hardly got it 1,) the great toe, and may lose their hold of that in a twelvemonth. It will require many more loans, and many more armies to make Russia conclude peace with any kWs of territory or orhnifor. The Emperor of France has already borrowed about 1,500,000,00 n francs, and it will all he gone by spring. It is no wonder that he now shows a strong disposition to renew negotiation (Or peace. England, too, has exhausted all or. anntriltources for supplies, and must resort to loons. And yet nothing of any importance has been gained except the precarious occupation of the south side of Sebastopol. Shall Massachusetts help frame the slave laws of Texas ? Yet such would he the result of centralization, and of giving unlimited powers to the general government The safety and very existence of our federal Union depend on care fully preserving the rights of the States to regu late.their local affairs, and thus keep beyond the power of the federal government all interference with them, Congress may regulate foreign com merce, and commerce between the States, and provide for the common defence and general wel fare. But local matters within each State are controlled by the authorities of each State with out any interference from abroad. - A strong and overshadowing central governinent would be a despotism, whatever name it might bear.. Let us preserve the Union at all hazards; but at the same time preserve with equal care the rightsaf the several States. " Some body" had told him that the frost wOuld have less effect upon the roots if they were kept im bedded in *titer through the winrer, and he was heaping up anti packing solid a circular bank of earth four or five feet distant from the body of each tree, so as to hold a pool of water even with the surface of the ground. Nothing could be more unphilosophical, as a little redectiou will show. Every healthy, vigorous tree or plant is sup plied with an almost infinite number of fibrous roots, which penetrate every part of the soil, and gather sap, along with it a supply of organic and inorganic food The expansion and con traction of the soil, during the winter, tear and break numbers of these minute roots, a majority of which are so small as to be imperceptible to the unaided eye. Where there is a great num ber of alternatives of heat and cold, so many of these roots are broken as to leave the tree in a sickly condition in the spring, and it should be a careful study to protect them from such action of frost. Should there be but a slight degree of' frost, not more than enough to freeze water half an inch to an inch in depth, a body of water around the roots would doubtless act as a pre server, and from this fact probably the ridicu lous practice arose above alluded to. But in this climate we have to guard against foot-deep in stead of inch-deep frosts. A simple experiment will show the difference between a dry and wet soil around the base of the tree. 'fake three cups, each nine inches deep ; rill each one of them within one inch of the top—the first with water, the second with earth saturated with water, and the third with moist but nearly dry earth, and subject all three to cold enough to freeze them solid. In the first. the water in changing to ice will so expand as to fill up the entire measure. The moist earth in the second will have expanded nearly as much, while the comparatively dry earth will scarcely expand an eighth of an inch. The experiment, or the principle which it illus trates, viz : that water freezing expands but one eighth of its bulk, while dry solids do not thus expand, has a ; direct bearing upon the winter treatment of trees. Instead of retaining water around them, it is better to dig a ditch t at a suf ficient distance to avoid cutting the roots, ) to convey the water away and leave the soil , Iry It is sometimes even advisable to bank up the earth eight or ten inches high around the body of the tree, and slope it off a few feet. This will both carry off the water and afford additional warmth to the roots. Fur giving increased warmth, it is well worth while to mulch the ground well with straw. muck or sods, that is. put on a thick coating of any of these substances, to be in part removed in the spring, and in part worked into the soil. This will keep out the frost, and save the roots front the breaking, tearing effect of the frost. and also give additional richneaa to the soil. When stra w is used, it should be wet and even rotten, and not be placed too thick against the tosly of the tree, lest it should furnish a neat for mice.
